The City of Buenos Aires demanded that the ultra Kirchner governor of Buenos Aires, Axel Kicillof, pay a debt that exceeds $27 billion for the care of homeless people living in the Province of Buenos Aires who currently receive assistance in the City, which is paid by the people of Buenos Aires.
The approach is based on current regulations, which state that each jurisdiction must take care of its own residents.
The Buenos Aires administration pointed out that Kicillof does not comply with this obligation, despite the provisions of both Decree 373/2025 of the national Government and Law 13,956 of Buenos Aires, which regulates assistance to people in street situations.

According to official data, the City of Buenos Aires provides assistance to 2,327 people residing in Buenos Aires territory within its Social Inclusion Centers, which represents a significant cost
for Buenos Aires taxpayers. The head of government, Jorge Macri, made the complaint public through his social networks, with a direct message to the provincial president: “It's time for the people of Buenos Aires to stop paying for your misgovernment. Stop looking the other way and comply with the law: the Province must provide housing and assistance to homeless people in PBA. It's time for them to take charge,” he said
.The Buenos Aires Government explained that the monthly cost per person amounts to $1,163,135, a figure that includes supplies, human resources and services. In total, cumulative spending has reached $27,066,151,450 since the entry into force of the national decree in February 2025
