Through Decree 482/2025, published on Monday, July 21, the national Javier Milei government approved the signing of a loan for USD 230 million between the Argentine Republic and the International Bank for Reconstruction and Development (IBRD), an organization under the World Bank.
The purpose of the financing is to implement the program "Promoting Better Jobs with Integrated Training and Employment Programs", focused on improving the employability of priority sectors and strengthening public job training services.
The Ministry of Human Capital will be the executing agency of the project and will be responsible for implementing all necessary operations and procurements, in accordance with the procedures established in the agreement.

The project financed by the IBRD includes five strategic pillars:
Expansion of a labor competency certification system.
Provision of stipends to encourage participation in employment policies.
Strengthening of municipal employment offices.
Improvement of information and evaluation systems.
Management and supervision of the program at the national level.
This scheme seeks to increase formal labor market insertion, especially among young people and populations with low qualifications, combining training with economic incentives.
The government highlights the favorable conditions of the loan
According to the decree, the structure of the loan and its conditions are standard for this type of multilateral agreement. The National Public Credit Office considered that the financial cost is lower than what could be obtained in international markets, which reinforces its convenience.

Meanwhile, the Central Bank assessed that the credit will not entail a significant macroeconomic imbalance and that its impact will be limited and consistent with the expected evolution of the country's external flows.
The IDB also approved a three-year financing plan
In parallel, the Inter-American Development Bank (IDB) approved last week a financing strategy for Argentina totaling USD 10 billion through 2028.
Of that total, USD 3 billion will be disbursed in 2025. The funds will focus on fiscal reforms, economic liberalization, and poverty reduction.
