Carlos Bianco described the current law as "proscriptive" while Peronism seeks to maintain its territorial power

The government of Axel Kicillof accelerated its offensive to eliminate the limit on consecutive reelections for the mayors of Buenos Aires, a reform that would allow numerous local leaders to run again in 2027 and constitutes one of the main bets of Peronism to maintain its territorial power structure in the province.

The Minister of Government of Buenos Aires, Carlos Bianco, reiterated on Monday his defense of indefinite reelection and called for the Legislature to advance with a project that seeks to modify the regulation enacted in 2016, which currently establishes a maximum of two consecutive terms.

"We are conceptually in favor and we have said so", Bianco stated during a press conference in La Plata. According to the official, it should be the residents of each municipality who determine at the polls the continuity of their mayors.

The official also described the current restriction as "proscriptive" and argued that the limit would be unconstitutional because it is not expressly contemplated in the Buenos Aires Constitution for municipal governments.

"If you impose a limitation that is not constitutional, because the limitation of mayors' terms is not provided for in the Constitution, we consider it proscriptive in some way," he asserted.

The discussion had been stalled during 2025 due to internal conflicts within Peronism, but the Kicillof faction has now begun to give parliamentary momentum to the project presented by Senator Ayelén Durán, a leader of the Movement for the Right to the Future. The initiative proposes to eliminate restrictions not only for mayors but also for provincial legislators.

The ruling party took a new step by calling the General Legislation Commission of the Buenos Aires Senate, where it intends to advance with the treatment of the project. The initiative still does not have guaranteed the necessary votes to become law.

The initiative also exposed differences within Peronism. The Massa faction, which supported the creation of the term limit during María Eugenia Vidal's administration, has reservations about the legislative strategy, while Kicillof's sector seeks to expedite the process.

In this way, the governor resumes a discussion that his administration had already anticipated at the beginning of the year and which gains greater relevance as 2027 approaches. With Peronism weakened at the national level after Javier Milei's victory in 2025, the municipalities continue to be one of its main refuges of political and territorial power in the province of Buenos Aires.
