The National Government will implement significant modifications to the National Traffic Law, introducing changes in the Vehicle Technical Verification (VTV), the toll system, the importation of auto parts, and other key aspects of the automotive sector.

New rules for VTV and RTO

One of the most anticipated changes is the extension of the period for the first Mandatory Technical Inspection (RTO) in zero-kilometer private vehicles, which will now be conducted five years (60 months) after registration.

The new provisions also establish that:

  • Vehicles between 5 and 10 years old: the technical inspection will be conducted every 24 months.
  • Vehicles over 10 years old: they must undergo VTV every year, as is currently the case.
  • Commercial use vehicles: the first inspection will be at two years, and then every two years until reaching ten years of age.

However, these modifications will not be mandatory throughout the country, as each province will decide whether or not to adopt the new rules.

To streamline the process, the Government will allow technical verifications to be conducted not only in state facilities but also in official dealerships and authorized private workshops.

Barrier-free tolls and elimination of procedures

Another key change is the transformation of the toll system on national routes, eliminating traditional booths and adopting a barrier-free system.

Additionally, the double procedure for the homologation of new vehicles will be eliminated. Until now, the Model Configuration License (LCM) from INTI and the Environmental Configuration License (LCA) were required. With the new regulations, cars manufactured under international standards will access semi-automatic homologation, while national models will have a more streamlined process.

Reforms in driver's licenses and interjurisdictional transport

Two additional reforms will be included in the presidential decree:

  • Elimination of the National Interjurisdictional Transport License (LINTI) or "Moyano Registry,” delegating to the provinces the issuance of professional licenses for drivers of categories C, D, and E.
  • Changing the address on the DNI will no longer invalidate the Driver's License, which will remain valid until its expiration date.

While for now, eliminating the expiration of private licenses is not being considered, the Government may evaluate it in future reforms.

Importation of auto parts and regulation of autonomous vehicles

To reduce costs, the free importation of auto parts will be allowed, eliminating the Certification of Safety Auto Parts Homologation (CHAS). According to presidential spokesperson Manuel Adorni, this measure will not affect safety but will prevent a shortage of spare parts and reduce vehicle maintenance costs.

On the other hand, autonomous vehicles will be included in the National Traffic Law, establishing a legal framework for their future integration into the automotive fleet, once the technology is completely safe.

Objective: reduce costs and streamline procedures

The Government argues that these changes aim to optimize controls, reduce costs, and streamline procedures for both drivers and companies. The publication of the decree in the Official Gazette will detail how these modifications will be implemented and their impact on different jurisdictions.
