Javier Milei's government is moving forward with the implementation of a new scheme aimed at promoting the inflow of foreign capital through the creation of a Citizenship by Investment program.
The initiative, which began to take shape after the regulation of the legal framework in July 2025, aims to attract long-term investments and consolidate strategic productive projects for the Argentine economy.
In this context, the libertarian administration launched a call for bids weeks ago with the objective of putting its own strategic program into operation, which will function under guidelines similar to those applied in other countries. The model takes as a reference mechanisms used abroad, among them the EB-5 regime of the United States, aimed at major international investors.
The proposal is part of a broader set of tools promoted by Milei's government to strengthen the flow of investments. In this regard, the measure is complemented by the full validity of the Incentive Regime for Large Investments (RIGI), one of the pillars of the official strategy to promote economic development and the arrival of foreign capital.

The regime was regulated through Decree 524/2025, which established the basic guidelines of the system. According to the regulations, foreigners who make a significant investment, in accordance with the criteria defined by the Ministry of Economy, may apply for Argentine citizenship through a specific procedure.
The management of these applications will be the responsibility of the Agency for Citizenship by Investment Programs, a decentralized body created within the scope of the Ministry of Economy. Among its functions is the reception of applications, the evaluation of compliance with the requirements related to investments, and the coordination with the different state agencies that must take part in the process.
The scheme contemplates the participation of multiple areas, among them the National Directorate of Migration, the State Intelligence Secretariat (SIDE), the Ministry of Security, the Financial Information Unit (UIF), the National Recidivism Registry and the National Registry of Persons (Renaper). This way, the system incorporates institutional controls aimed at guaranteeing the traceability of funds and compliance with legal requirements.

A system used around the world
The initiative is part of a model that has already been adopted by numerous countries at the international level. In different formats, more than 80 nations have implemented citizenship programs linked to investments in sectors considered strategic for their economies. This type of mechanism allows foreign citizens to gain access to the citizenship of the host country in exchange for making significant economic contributions.
Preliminary estimates indicate that Milei's government program could attract more than USD 2.5 billion in foreign direct investment during its initial stages. In addition, it is expected that about 5,000 families will be able to gain access to Argentine citizenship after meeting the investment requirements established by current regulations.
From a global perspective, the model is a widely validated tool for attracting sustained investments over time. Countries such as the United States, Canada, Portugal, and various Caribbean nations have already incorporated this type of program with positive results.
