Classified documents reveal that Beijing trained Russian military personnel in strategic areas, despite claiming to be neutral in the war

Classified military documents and testimonies from European officials reveal that China covertly trained Russian military personnel during 2025 at facilities of the People's Liberation Army (PLA), in a cooperation authorized by Russian Defense Minister Andrei Belousov, which involved high-ranking officials from both countries and deepened Western concerns about Beijing's growing support for Moscow in the context of the war in Ukraine.
The information strongly contradicts the official stance of the Chinese regime, which insists on presenting itself as a neutral actor in the conflict and as a possible mediator for reaching a negotiated solution.
According to one of the classified documents, Belousov signed an internal decree in August 2025 authorizing the dispatch of a delegation from the Russian Armed Forces to China to participate in a series of courses held at PLA military academies.

The documentation indicates that the program included the direct participation of at least four Russian and Chinese generals, a level of representation that, according to European sources, reflects the strategic importance both governments place on this cooperation.
One of the most significant training sessions took place in November 2025 at a military facility in Beijing, where Russian soldiers participated for three weeks in a specialized course on radiological, biological, and chemical protection.
The reports include photographs of the military receiving lessons from Chinese instructors, observing a training nuclear reactor, and participating in exercises related to chemical reconnaissance, radiation detection, and ventilation system protection against contaminating agents.
The consulted sources consider the nature of the training particularly significant, as radiological, biological, and chemical capabilities are among the most sensitive areas of modern military planning and are usually reserved for exchanges between strategic allies.

The revelations come weeks after the news outlet Reuters reported, citing European intelligence agencies and military documents, that approximately 200 Russian personnel received training in China during November of last year, and that some of them were subsequently sent to the combat front in Ukraine.
On that occasion, the Kremlin refrained from commenting on the content of the report and limited itself to denouncing the dissemination of ''false information'' by Western media. This time, the Russian Ministry of Defense also did not respond to requests for comments.
For its part, the Chinese Ministry of Foreign Affairs categorically rejected the new revelations. In a statement, it asserted that the accusations were ''completely unfounded'' and reiterated that Beijing's position regarding the war in Ukraine ''has remained constant,'' insisting that the country maintains a neutral stance.

However, the reviewed documents even identify several of the officials who participated in the activities. Among them is Colonel General Rustam Muradov, Deputy Commander-in-Chief of the Russian Ground Forces, who led the delegation sent to China.
Also mentioned are Major General Vitaly Gerasimov and Chinese Major General Li Jinsun, director of the PLA Academy of Radiological, Chemical, and Biological Defense. Additionally, European sources noted that the agreement that initiated the training was signed by Russian Major General Rustam Khusainov and Chinese Senior Colonel Sun Dayun.
The revelations have heightened concern in the European Union, where several governments believe that the Chinese regime plays an increasingly important role as a facilitator of Russian military capability. The European Union's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, stated on June 15 that Brussels confirmed through its own intelligence channels that the trainings indeed took place and is currently analyzing what measures to adopt in response.

The issue poses a challenge for European foreign policy. While Russia continues to be considered the main threat to the continent's security since the escalation of the Ukraine War in 2022, China remains one of the largest trading partners of the community bloc, complicating the adoption of broader sanctions.
Nevertheless, the European Union has already imposed restrictions on several Chinese companies accused of supplying products and components that support the Russian military effort. An European official stated that the bloc must stop viewing China solely as an economic partner and recognize its role as a ''decisive facilitator'' of the war driven by the Kremlin.
