The Garrahan Hospital decided to sever ties with Norma Lezana, a nutritionist and "leader" of the Association of Professionals and Technicians (APyT), after an investigation determined that during 2025 she did not attend to any patients nor fulfilled the functions corresponding to the position for which she received a salary.
The decision was officially communicated by the pediatric facility and subsequently supported by the Minister of Health of the Nation, Mario Lugones, who summarized the measure with a strong statement: “Out for not working”.

According to the official, the administrative investigation confirmed that throughout the analyzed period, Lezana did not perform the tasks assigned to her, while the rest of the healthcare staff maintained care for hospitalized and outpatient children.
“An investigation confirmed that during 2025, the union leader of Garrahan Hospital, Norma Lezana, did not attend to any patients nor fulfilled the functions for which she received a salary,” Lugones stated.
The hospital detailed that during the investigation various workers were interviewed to reconstruct the labor performance of the leader. The proceedings did not allow for the confirmation of assistance tasks as a nutritionist, although they did verify her active participation in union activities.
Lezana also played a significant role during the period of intense union conflict that Garrahan experienced in 2025, marked by strikes, assemblies, and leftist mobilizations. As the institution recalled, she also participated in the occupation of the Medical Directorate's office, one of the most tense episodes recorded during the conflict.
Lugones questioned that union activity could be used to justify non-compliance with labor obligations. “Union activity is not a privilege nor can it be used as an excuse for not working”, he asserted.

Finally, he linked the decision to the policy promoted by the Government of Javier Milei to control the use of state resources. “The impunity of those who sought to live off the State without working is over. Those who comply have our support. Those who do not work, do not get paid,” concluded Lugones.
The management of Garrahan framed the severance within its process of institutional strengthening, aimed at fulfilling labor functions, responsible management of public resources, and ensuring pediatric care.
