Secretary Cynthia Gellibert led 76% of key meetings at Carondelet

Since September 2024, Gellibert has coordinated more than 340 meetings with ministers and strategic stakeholders

Cynthia Gellibert, Secretary of Public Administration, has established herself as an essential figure in President Daniel Noboa's administration. Between September 2024 and April 2025, she led 76% of the 460 official meetings recorded at Carondelet. Her role was key in facilitating coordination between the Executive and both public and private sectors.

Gellibert assumed this position in August 2024 and was immediately ratified by the President for his new term. Her management has included meetings with ministers, governors, diplomats, and public opinion experts, standing out as a pillar of governmental coordination and execution. From her office in the Presidency, she has led meetings focused on public policies, national projects, and monitoring presidential commitments. In just eight months, she coordinated 349 appointments, including several lasting up to 13 hours, such as the tour of areas affected by rains in Manabí.

Her closeness to the President is no coincidence: she has accompanied him since his time as an assembly member, and she has held positions in ministries such as Government, Telecommunications, and Labor. This experience enables her to efficiently carry out her 21 legal responsibilities, including serving as the official spokesperson for the Government.

The majority of her meetings were concentrated in Guayas province and in zonal government offices, but they also included visits to Olón, the President's residence. Her priority has been coordination with the heads of Finance, Energy, Government, and Communication, reflecting the current Executive's strategic focus.

Gellibert's work demonstrates the Government's commitment to a technical and professional administration, in contrast to previous models marked by the centralization of power in controversial political figures. In this context, executive capacity replaces ideological propaganda. Gellibert's discreet yet effective profile contrasts with the confrontational style of previous socialist administrations. Her role has been decisive in ensuring administrative continuity and making informed decisions from the presidential palace.

Female leadership in public service, represented by Gellibert, reinforces Noboa's government's commitment to modernizing the State and strengthening institutions.

Coordination among countries in the region to confront organized crime is progressing decisively. The Andean Community is working to unify penalties for organized crime offenses, an initiative that Ecuador actively supports under Noboa's leadership.

Additionally, the Government's spokesperson role is strengthened by the return of Carolina Jaramillo to lead the presidential communications team, reflecting a strategy of transparency and closeness with citizens.  Cynthia Gellibert's management demonstrates that administrative stability and technical leadership are essential for governance. Her quiet yet efficient work consolidates the institutional direction that President Daniel Noboa seeks to strengthen.
