
The Metropolitan Parliament seeks more vehicle regulations in the Valley of Mexico
There will be new vehicle regulations in the Valley of Mexico and several things will change.
Starting in September 2025, the new Metropolitan Parliament will implement a series of changes in vehicle regulation in the Valley of Mexico.
This body will cover Mexico City, State of Mexico, Hidalgo, and Morelos. Among the new measures, there will be restrictions for drivers in CDMX who register their vehicles in other states.

How will the new regulation affect?
The three states governed by Morena will promote measures to limit the use of foreign plates within CDMX. This will directly impact the procedures for:
- Registration
- Ownership tax
- Renewal
- Fines and photo-civic penalties
- Vehicle verification
- Hoy No Circula program

What is the new vehicle regulation about?
The Secretary of Territorial Planning, Alejandro Encinas, has indicated that one of the main objectives of this Parliament is to establish a shared vehicle control among the involved states.
Encinas argues that many people residing in CDMX prefer to register and verify in other states, which creates "administrative problems" and affects tax collection.

The real objective of the measure
While the official discourse maintains that the regulation seeks to improve vehicle control and reduce pollution, in reality, the main objective is to collect more money from CDMX drivers.
With these new restrictions, the government will be able to directly control the collection of procedures such as registration, ownership tax, and fines, which will increase the tax burden on motorists.

Why do chilangos register in other states?
It is estimated that around one million vehicles in CDMX have been registered in other entities. This creates conflicts with local authorities, who seek to regularize the situation.
The main reasons why drivers register in other states include:
- More easily obtaining 0 and 00 holograms, which allows them to avoid the Hoy No Circula.
- Ease in vehicle verification, as in some states the requirements are less strict.
- Lower costs in ownership tax and renewal.

The new vehicle regulation in the Valley of Mexico promises to bring significant changes for motorists. However, beyond the environmental discourse, this measure seeks to centralize control and increase tax collection.
Drivers will need to prepare for the new restrictions and additional costs that these reforms will bring.
