
Andrade's 'right hand,' Stella Rey, will be indicted by the prosecutor's office
The senator from the Communist Party and former Sunca union leader has his right-hand person about to be indicted
Prosecutor Gilberto Rodríguez is moving forward with the criminal investigation into the illegal financing of the Communist Party (PCU) and Sunca, which has always been led by that Party.
Rodríguez is investigating the embezzlement of 1.2 billion dollars that was perpetrated by PCU leaders who operated within Sunca.
These unionists used money from the Construction Fund, which is financed by workers' contributions, to illegally finance the PCU, particularly its electoral campaigns such as the 2024 internal and national elections, and the departmental elections in May 2025.
The unionists who have already been criminally convicted indicated that the PCU withdrew money from the Construction Fund to finance the electoral campaign for the "Yes" to social security, a plebiscite promoted by PIT-CNT and also by the PCU.
The right hand
According to Búsqueda news this Thursday the 19th, the person who carried out these transfers was StellaRey, an employee of the Fund since 2005, who held a department head position and had authorization to use the bank accounts for the payment of salaries.
Rey was the righthand of Óscar Andrade in Sunca and an employee of his particular trust.
She was also a PCU activist, although she did not have tasks of too much responsibility.
Among the accounts to which irregular money was transferred are those of several former Sunca unionists or people close to them.
The union expelled nine members since last December for their participation in the irregularities.
Rey was dismissed from Fosvoc in January, and in February she had to testify at the prosecutor's office.
In the explanations she gave, she acknowledged her participation in unauthorized transfers and pointed to unionist Bruno Bertolio.

She said she acted on orders or at his request, and that above Bertolio were Oscar Andrade and Daniel Diverio.
As is known, Andrade is currently a PCU senator and Diverio is also a communist deputy.
This Wednesday, June 18, Rey testified again at the prosecutor's office. Prosecutor Rodríguez's team plans to request her indictment in a few days.
For that, a formalization hearing will be called.
Andrade's explanations
On Wednesday the 18th, he was on the program Lado B of Tv Ciudad, the channel that is financed with the taxes of all Montevideo residents.
He was given 40 minutes in prime time to speak freely about the corruption that is cornering his Party and Sunca.

Juan Castillo pressured the prosecutor
On Wednesday the 18th, the general secretary of the PCU and Minister of Labor took advantage of a press conference to send a message against prosecutor Gilberto Rodríguez.
Castillo pointed out that he should be more "prudent" in his public statements.
Something totally out of place and that can perfectly well be interpreted as pressure.
He is using his position as a State minister so that the prosecutor who is investigating his Party doesn't release statements.

Once again, he shows his anti-democratic character and uses his position as a minister of the Executive Branch to pressure a prosecutor.
Although Castillo doesn't like it, Uruguay is still a democracy.
It is not a banana republic in the Chavista style where a minister can pressure a prosecutor who is investigating his Party for corruption.
In Uruguay, there are still honest prosecutors who want to do their job and comply with the law.
