In the context of the increase in migratory flows to Europe and criticism of the continent's border policy — especially the strategy promoted by the socialist government of Pedro Sánchez — the Spanish Executive returned to the Contingency Fund to finance the system of care for illegal immigrants. The measure comes at a time when various sectors are questioning the economic cost and effectiveness of reception and regularization mechanisms within the European Union. The Council of Ministers approved this Tuesday the application of the Contingency Fund for an amount of 286.7 million euros.
The Secretary of State for Migration requested this disbursement to cover needs described as “unavoidable and undelayable” within the 231H program 'Actions in favor of immigrants', specifically in article 22 'Material, supplies and others'.The objective stated by the Executive is to address the provision of services for the care program for illegal immigrants arriving on the Spanish coast, the reception system in terms of international protection and the expenses derived from this structure. The total amount also includes requirements from obligations corresponding to previous budgetary years. However, beyond the official version of Pedro Sánchez's government, Guardia Civil sources consulted point out that a very significant part of these 286.7 million euros will be allocated to mass air transfers of illegal immigrants to the Peninsula and “to the logistical reinforcement of reception centers” set up on the islands. So far this year, according to these sources, the Government has already chartered more than a dozen flights for this purpose
.
While public spending allocated to the migratory system under the management of the Socialist Executive is expanding, several specific cases highlight the difficulties in controlling irregular stay within European territory. A police file prepared by the Hortaleza-ODAC District Police Station identifies an immigrant as Ayoub Azzoughi — also registered as Zaouki — supposedly born on August 22, 2002 in Nador (Morocco), son of Abdelhafid and Fatima. However, the same document contains a second identity: Ayoub Zaouki, born on January 18, 2002 in the same town, with a passport and a Moroccan national identity card. According to the police record report to which the media had access, both files correspond to “the same person”.
The document includes the photograph of the interested party and his police portrait, and details in the “Current Complaints” section a ban on entry into the national territory (number 1A4) for “clandestine passage”. This measure was imposed by the Government Delegation on May 14, 2021, effective from April 22, 2021 to April 21, 2026.
Despite this expulsion order and the express prohibition of entry — a situation that critics attribute to flaws in the European migration system and the policy promoted by the government of Pedro Sánchez — the immigrant is currently in Spain and has applied for the “criminal” certificate, recommended by an NGO, with the objective of taking advantage of the “regularization” process.According to the agents, the young man - who is now 23 years old - was taken in at the time as a child in a protection center. He later abandoned the resource in 2021, when he was 19 years old. That same year, he went to a Foreign Office of the National Police to request asylum, alleging persecution in Morocco. Police records do not record serious crimes, but they do record “repeated arrests for illegal stay in Spanish territory”, even with the entry ban still in force. After being informed of the corresponding court, the immigrant was released pending a judicial decision
