Toyota, RIGI, deregulation, and the arrival of Pinterest show something deeper than new businesses: Argentina is back in business calculations

Investments begin long before a bulldozer appears, a plant is built, or the first employee is hired. They start when someone, perhaps sitting ten thousand kilometers away, adds a country to a spreadsheet and decides it is worth analyzing. That is why the most important change that economic policy can produce is not just attracting capital, but modifying the expectations with which that capital looks to the future.

Toyota offers one of the most compelling examples this week. The company received final approval for its adherence to the RIGI to expand its Zárate complex and produce electrified vehicles. The project exceeds USD 1.3 billion and constitutes the largest investment announced in the history of the Argentine automotive industry. Its local president, Gustavo Salinas, was even more explicit about the mechanism: he stated that without the RIGI, that investment would not have taken place.

That statement matters more than the amount. Toyota was already in Argentina, knows the market, has gone through crises, devaluations, controls, and changes of government. It did not need to discover the country. What it needed was to be able to project a decision many years ahead without incorporating as a main variable what new rule might appear after sinking the capital. The RIGI precisely modified that calculation by offering a framework of legal, fiscal, and exchange rate stability for large-scale projects.

A similar situation arises when looking at the deregulation process. The government claims to have eliminated around 17,000 regulations and has been reducing requirements in financial markets, foreign trade, transportation, and corporate procedures. The IGJ, for example, simplified this year the conditions for foreign companies to establish and operate in the country, reducing documentation and administrative costs.

This may seem like a minor issue compared to a USD 1.3 billion investment, but it addresses the same problem. A company does not only evaluate taxes or salaries. It evaluates time, permits, uncertainty, financing possibilities, and the number of administrative decisions necessary before it can do what it was created for. Every unnecessary procedure is not just bureaucracy: it is an added cost to the decision to produce.

Here appears a relevant difference regarding much of the Argentine economic discussion. For years, we became accustomed to looking at investment once it had already occurred and asking how many dollars had come in. But the real battleground is one step earlier: what conditions make a company consider Argentina when distributing capital among different countries.

Pinterest offers a completely different and, for that reason, complementary example. It is not building a mine or a factory. The company decided to establish a commercial hub in Buenos Aires from which it will serve Argentina, Chile, and Colombia, markets it previously managed from Mexico. The firm explained that it is betting on the local market in the long term and highlighted both its user base and the available talent in the country.

It is not advisable to exaggerate the material magnitude of this arrival: the initial operation is small compared to an industrial project. But its significance lies elsewhere. A technology multinational decided that Buenos Aires could become a regional center for an operation that was previously managed from abroad. That is also a decision about expectations.

Toyota, Pinterest, and the projects linked to the RIGI are too different to present them as the same class of investment. But they share a prior question: is it worth committing resources, personnel, and strategy in Argentina?

The Milei government bets that the answer will change because the framework has changed. Less regulation, greater predictability, fiscal discipline, and regimes that protect long-term investments are part of the same strategy: to reduce the weight of political risk within business decision-making.

The numbers from the RIGI show to what extent that expectation has begun to mobilize projects. Caputo reported this week that there are 49 submissions for more than USD 218 billion, although naturally, submission does not equate to investment made, and many projects are still undergoing evaluations and final decisions.

This nuance does not weaken the thesis. It reinforces it.

Because the first change is not that all that capital has already arrived, but that private actors are dedicating time, teams, and money to study projects that could previously be discarded before reaching that stage.

For too long, Argentina was a country where an attractive economic opportunity could lose out to institutional risk. There were resources, talent, demand, and productive capacity, but there were also clamps, regulatory changes, and a policy accustomed to modifying implicit contracts after the investment had already been made.

The current challenge is to invert that equation. That business decisions depend again primarily on productivity, markets, costs, and technology, and less and less on the ability to anticipate the next state intervention.

Toyota shows what happens when predictability appears for a gigantic industrial investment. Pinterest shows that Buenos Aires is once again being considered to coordinate regional business. Deregulation seeks to reduce the frictions faced by much smaller companies. And the RIGI attempts to rebuild trust where investment horizons are longer.

The discussion, then, should not be limited to counting announcements.

The truly important signal appears when Argentina stops being the country that a company dismisses outright and becomes the country that deserves to be evaluated.
