
Bullrich continues reducing the homicide rate: the government approved the 90/10 plan
The plan will be implemented to reduce the homicide rate in the country's most critical areas
In a strong demonstration of state capacity, the National Government approved the Territorial Plan for the Reduction of Homicides and Related Violence, known as Plan 90/10, a public policy based on empirical evidence and strategic focus, aimed at consolidating and deepening the historic drop in the homicide rate recorded in 2024.
The measure was made official through Resolution 448, signed by the Minister of Security, Patricia Bullrich, as part of the Strategic Security Plan launched in December 2024. This roadmap, which marked a shift in the approach to citizen security, already allowed the reduction of the homicide rate to 4 per 100,000 inhabitants, with official data placing 2024 as the year with the lowest number of homicides since the year 2000.

Plan 90/10 establishes an intensive intervention in 10% of the country's municipalities, those that concentrate 70% of the population and 90% of intentional homicides. The initiative proposes coordinated strategies for prevention, crime control, disarmament, and institutional strengthening, articulated with provincial and local governments.
Among the prioritized jurisdictions in this first stage are: Rosario (Santa Fe), San Miguel de Tucumán, the Buenos Aires districts of Esteban Echeverría and General Pueyrredón, the Mendoza departments of Godoy Cruz and Las Heras, and the city of Córdoba, among other high-conflict areas.
The resolution indicates that homicides are often closely linked to other forms of violence, such as domestic and youth violence, forming a lethal feedback cycle. "These forms of violence, in turn, feed back into a cycle that increases the likelihood of lethal incidents, so it is essential to address these dynamics to have a sustainable impact on homicide reduction," states the official document.
Specific objectives of Plan 90/10
.Dismantling criminal networks and structures that promote lethal violence.
.Strengthening the capabilities of the Federal Forces and the justice system, with a special emphasis on case resolution.
.Reducing the circulation and illegal use of firearms, one of the main sources of lethality in urban conflicts.

In 2024, there were 1,810 intentional homicides, compared to 2,046 in 2023, representing an 11.5% year-on-year reduction. The national homicide rate fell from 4.4 to 3.8 per 100,000 inhabitants, a 13.6% decrease compared to the last year of Alberto Fernández and Cristina Kirchner's government.
In the city of Rosario, until recently a symbol of drug-related violence, the most significant decline was observed, thanks to direct interventions by the Ministry of Security.
These data, prepared by the National Criminal Information System (SNIC) with information provided by judicial powers and provincial ministries, place Argentina as the second country with the lowest homicide rate in the region, only behind El Salvador.
