Chaco approved a significant reduction in Gross Income to boost the economy

'We want a province where the State doesn't suffocate those who invest,' assured Governor Leandro Zdero

Governor  Leandro Zdero presented an ambitious fiscal package focused on lowering the gross income tax, with the aim of alleviating the tax burden on companies, producers, and new taxpayers.

He made the announcement alongside the Minister of Finance, Alejandro Abraam, highlighting that it is a strategic measure to stimulate private activity and encourage investment.

"We want a province where the State doesn't suffocate those who invest. The reduction of gross income is key to consolidating a productive model that generates genuine work," Zdero stated.

Significant reduction of gross income in two stages

The main measure of the legislative project is a progressive reduction of the general rate of the gross income tax, one of the main sources of revenue for the province:

  • In 2025: the general rate will decrease from 3.5% to 3.2%.
  • In 2026: it will be reduced again, going from 3.2% to 2.9%.

This gradual reduction will also reach key sectors:

  • In the primary sector, the rate will go from 0.75% to 0.50%.
  • For the wholesale sector, it will consolidate at 2.9%.

"Despite giving up our own resources, we decided to move forward because we understand that it's the only way to stimulate the real economy," Abraam stated.

Tax exemptions and benefits for new taxpayers

Law 4003-F will be extended, which exempts new taxpayers registered in ATP Chaco from paying gross income for one year. The employer contribution to the public health fund for private companies will also be eliminated.

Benefits for the agricultural sector and insurance producers

The package also includes:

  • Exemption from rural property tax in 2025 for producers of up to 1,000 hectares.
  • Reduced rates for agricultural exchange, according to Bill No. 3873/24.
  • Insurance producers will see their tax burden reduced: the rate will decrease from 5.5% to 3.2%.

Rentals with reduced stamp duties and a fairer criterion

The calculation base for the Stamp Tax on rental contracts is redefined:

  • For housing rentals not exceeding two minimum wages: 0% rate.
  • For higher amounts: reduction from 1.5% to 0.5%.
  • In commercial rentals, the rate drops from 1.5% to 1%.

A fiscal strategy to attract investments

Minister Abraam acknowledged that, although Chaco depends on revenue from revenue sharing and gross income, the reduction of this tax is a bet on the future: "We need to start creating real conditions to attract investments, even if it means giving up part of the resources today."
