The European Union is about to take a dangerous step regarding digital privacy with a project known as "Chat Control," which aims to install a system of mass and indiscriminate surveillance of all internet users in Europe, which could lead to persecution and censorship.
The project, formally called the Regulation to Prevent and Combat Child Sexual Abuse (CSAR, by its English acronym), seeks to require technology companies to scan and monitor all private communications for content related to child abuse.
Despite its noble motive, experts and critics warn that, as currently designed, the plan will destroy the privacy of all European citizens and create a mass surveillance apparatus without precedent.

Instead of focusing on specific cases or individuals under investigation, the regulation requires indiscriminate scanning of all messages, photos, videos, and links sent through messaging platforms such as WhatsApp, Signal, or Telegram, even when these use end-to-end encryption.
The technology at the heart of this proposal is known as "client-side scanning," a mechanism that inspects content directly on users' devices before it can be securely encrypted.
For example, this system is comparable to a postal company opening every letter sent before sealing it, which results in a total violation of individual privacy and leaves the average citizen exposed to constant monitoring by governments.

The project has divided EU member states. Numerous countries are pushing for the legislation to be approved before October 14, 2025, although voices within the European Parliament, civil organizations, and cybersecurity specialists warn that the measure would undermine encryption and establish one of the most extensive state surveillance systems in history, affecting millions of innocent users instead of focusing solely on criminals.
Meanwhile, as the voting date approaches, the controversy grows. The "Chat Control" project highlights the tension between security and freedom, and questions whether the EU is building a safe environment for children or, inadvertently, establishing a mass surveillance model that threatens the privacy of all its citizens.
