The end of the 2025 legislative period in the province of Córdoba exposes a marked concentration of political power in the ruling party. The Unicameral approved a total of 1,883 bills, but only 64 of them were laws with a direct impact on citizens' lives. The official data reveal that the parliamentary agenda was focused almost exclusively on the needs of the local Executive.

The activity in the chamber was characterized by a high volume of symbolic declarations that added up to 1,603 texts without any legal effect. The approved resolutions totaled 216, and many of them were intended to validate judicial appointments requested by the central government. This bureaucratic dynamic sidelines substantive debate and turns the legislative branch into a notary office that ratifies external decisions.

Of the 64 laws enacted, a total of 43 had their direct origin in the Executive or in the ruling bloc that answers to the provincial government. The control over the agenda is absolute, since only 9 requests for reports managed to overcome the majority's blockade in the committees. The rest of the oversight initiatives were sent to the archives, preventing citizens from knowing the destination of the funds.

Political hegemony and public spending

The low institutional quality is deepened by the systematic practice of blocking bills that do not come from the current ruling party. The initiatives of other political sectors are usually absorbed or copied by the majority bloc in order to present them later as their own. This methodology prevents a plurality of voices and nullifies the possibility of building real consensus for the benefit of taxpayers.

The legislative budget also reflects a notable increase in appropriations that are not linked to the technical function of making laws. Spending under the heading of courtesy and tribute rose to 335.9 million during 2025 to finance plaques, flags, and reception services. The projection for the year 2026 raises this figure to 506.2 million, which implies a 50% increase in expenses of dubious public usefulness.

Justice and lack of transparency

The end of the legislative year was marked by strong tensions around the slates of appointments for the Judicial Branch. The approval of 91 appointments of judges and officials caused serious questions about the real independence of the branches of government. The final balance shows a costly institution that produces few substantive norms and functions as an administrative appendage of the government.
