Solomon Galligan, a sex offender with serious mental health issues, avoided prosecution after kidnapping an 11-year-old minor

Solomon Galligan, who now controversially self-identifies as Carmen, is a registered sex offender who recently avoided prosecution for attempting to kidnap an 11-year-old child in a schoolyard in the city of Aurora, Colorado, due to a controversial mental health law. 

The incident occurred in April 2024 at Black Forest Hills Elementary School, when Galligan attempted to take the minor during recess. Fortunately, the attempt was thwarted when he tripped over a blanket he was carrying, which allowed the child to escape while other students shouted to alert others of his presence. 

The criminal was arrested near a Walgreens supermarket and the minor stated that the assailant's face was stained with white powder and he smelled strongly of alcohol. Despite the seriousness of the incident, the case was dismissed after doctors concluded that Galligan is mentally incompetent, which prevents the criminal proceedings from continuing.

Colorado laws benefited the criminal. 

Deputy District Attorney Ryan Brackley, from the eighteenth judicial district, expressed his frustration at the lack of legal tools to keep people like Galligan under long-term psychiatric treatment. He criticized the "revolving door" of the system that transfers defendants between criminal and civil justice without sustained and safe psychiatric treatment.

Brackley emphasized that the case demonstrates serious deficiencies in the current law of Colorado, a state politically and judicially dominated by the Democratic Party, which prohibits action even against individuals with a criminal record and severe psychiatric diagnosis.

The prosecutor's office indicated that Galligan remains hospitalized in a treatment center and that he could only be released if an authorized professional certifies that he no longer poses a danger.

Galligan changed gender to receive benefits in jail. 

There is great concern among Galligan's relatives and the victims. His sister, Sarah Galligan, stated to the media that he has been in and out of jail for more than 12 years and was diagnosed with schizophrenia and bipolar disorder since he was 16 years old. She also lamented that her brother had previously been institutionalized due to a lack of beds in psychiatric centers. 

The victim's family has also spoken out. Dante White, father of the attacked minor, explained that his son and other children now suffer from anxiety and trauma that have required therapy. His son, for example, doesn't want to be alone at home, not even to go to the bathroom. White blamed the lack of funding and institutional support for allowing this depraved individual to continue being a threat. 

Aurora Police Union president David Exstrom said that the judicial systemfailed the attacked children and expressed concern about the loss of trust in justice. Galligan was registered as a sex offender in 2011 and that same year announced his "gender transition" on social media and began hormone treatment to receive prison benefits.
