The presidential decision responds to a dual objective: to contain the tension between the Nation and the provinces and to organize the electoral strategy going forward. In this context, Catalán received Leandro Zdero from Chaco at Casa Rosada and has scheduled meetings withAlfredo Cornejo (Mendoza)and Rogelio Frigerio(Entre Ríos). Additionally, he will travel with Karina Milei to Tucumán to expand the political agenda in the country's interior.
The first point of conflict with the governors centers on the law for the distribution ofNational Treasury Contributions (ATN), recently approved in Congress. The Executive confirmed that Milei will veto the initiative, which has caused discontent in the provincial administrations.
Nevertheless, Casa Rosada indicated that they will listen to the demands and that "there will be something"for the provinces. The warning made clear the limits of the negotiation margin, in line with the fiscal adjustment policy maintained by the administration.
The President's strategy was to begin talks with the governors who have a closer relationship with the administration. In Chaco, Mendoza, and Entre Ríos, local forces will compete in alliance with the libertarians, which facilitated the initial approach.

An understanding was also formalized in the City of Buenos Aires with PRO, although in this case the relationship between Jorge Macri and La Libertad Avanza is more distant, since the electoral agreement was promoted by Mauricio Macri after the defeat of the Buenos Aires administration in May.
The defeat in Buenos Aires, where Peronism outperformed LLA and its allies by almost 15 points, accelerated the decision to strengthen the government's political area. Although some governors questioned Catalán's appointment by stating that"it doesn't matter if the names change, if he doesn't have decision-making power, it's useless to us", Casa Rosada reaffirmed that the relaunch of the Ministry of the Interior seeks to institutionalize what was already happening de facto in the administration.
The most emphatic request from the governors was that the ATN law not be vetoed, drafted jointly by the 24 districts, also accompanied by a bill to modify the fuel tax that has not yet entered the Chamber of Deputies.
However, the government reaffirmed that Milei will dismiss the regulation, just as happened with the university funding and pediatric emergency laws.
