The Superintendency of Health Services deepened the cleansing of the registry and excluded entities without effective activity or affiliates

The Superintendence of Health Services (SSS) deepened the auditing and cleansing process of the private medicine system and decided to exclude 18 entities from the National Registry of Prepaid Medicine Entities (RNEMP). This measure is part of the reorganization promoted by the government of Javier Milei to remove organizations from the registry that do not meet the required conditions to operate.

The resolutions were published in the Official Bulletin and establish, in various cases, the rejection of the definitive registration and the cancellation of provisional registrations. Among the entities affected are companies, mutuals, and cooperatives.

According to the audits conducted by the agency, the excluded entities did not demonstrate the effective development of activities covered by Law 26.682, did not have active members, or had not submitted the required documentation to obtain definitive registration.

The SSS emphasized that the goal is to have a transparent and reliable registry, made up of entities that effectively carry out activities and can meet the obligations established by the regulations.

The latest batch of exclusions includes:

  • Comprehensive Dental Plan S.A.

  • Tobacco Chamber of Misiones

  • Armiento S.A.

  • Maternal and Child Institute S.A.

  • University Medical Society S.A.

  • Intercooperative Mutual Association

  • AMI S.R.L.

  • Huinca Salud S.A.

  • Cooperative for the Provision of Public Works and Services and Credit Cuenca del Salado Ltda.

  • Mutual Aid among Professionals of the Healing Art of Sanatorio Garay

  • EMPY S.R.L.

  • Lomas Prepaid Medicine Polyclinic S.A.

  • Timely Medical

  • Premedikal S.R.L.

  • Emergency S.R.L.

  • Seres S.R.L.

  • Cooperative of Electricity, Public Services, Housing, and Credit of Villa Cañás Limited (COEVICAL)

  • Cardio S.A.

  • The official resolutions corresponding to several of these entities were published during August and established the rejection of the requests for definitive registration and the cancellation of provisional registrations.

    The Government targets entities without real activity

    This measure is part of a policy of cleansing the private health system that the Superintendence has been carrying out since the beginning of Milei's administration.

    The agency detected during its surveys that numerous entities remained formally registered despite not demonstrating effective activity, having beneficiaries, or meeting the documentary requirements established by legislation.

    The regulations state that registration in the RNEMP implies authorization to operate as a prepaid medicine entity. Therefore, failure to meet the requirements may result in the rejection of definitive registration and cancellation of the registry.

    The SSS itself had already explained during the year that the audits allowed for the detection of organizations that appeared in the registry but did not have effective activity, and that the process aimed to address such situations.

    The cancellation does not mean that members lose their coverage

    A central point of the process is that, according to the official information provided for these exclusions, the affected entities did not have active beneficiaries nor provided effective services at the time of the verifications.

    Therefore, the cleansing seeks to prevent organizations that, despite having provisional registration or administrative records, do not meet the necessary conditions to operate as prepaid medicine providers from continuing to appear in the registry.

    The Government maintains that the ultimate goal is to organize the system, strengthen oversight, and ensure clear rules for entities that effectively operate, rather than maintaining a registry with organizations without real activity.

    They also declared a social security organization in crisis

    In parallel to the cancellations from the RNEMP, the Superintendence declared the Social Security of Cinematographic Operators to be in a state of crisis, through Resolution 1458/2026.

    The decision was made after detecting non-compliance in performance, legal-institutional, accounting, beneficiary care, and various economic-financial indicators.

    The agency ordered the entity to submit a contingency plan within 15 days and established a monitoring scheme to control the implementation of measures aimed at correcting the detected irregularities.

    In this way, the Superintendence continues to deepen the process of sanitation and control of the health system, with audits aimed at differentiating between providers that effectively function and those entities that remained registered without demonstrating real activity.
