Milei's government has launched a new regulation for medical residencies.

This measure also offers Garrahan residents the option to have a higher salary

As another step within its reform plan, the Government of Javier Milei announced the implementation of a new regulation for the National Medical Residency System, aiming to restore the educational purpose of this key stage in doctors' professional careers.

The measure from the Ministry of Health, led by Mario Lugones, seeks to leave behind a decade of "ideological patches" and "improvised solutions" applied during the Kirchnerist governments, and to offer greater freedom and options to professionals in training.

This measure also offers residents at Hospital Garrahan an option that would allow them to have a higher salary and covered medical insurance.

According to the Ministry, the new regulation restores the educational nature of medical residency, preventing it from being used as a resource to cover labor shortages with cheap labor, as occurred in previous years.

In this regard, the system is reorganized around two modalities that each new entrant may freely choose: the "Institution" scholarship and the "Ministry" scholarship.

The first alternative allows the resident to sign a contract directly with the hospital where they are trained. This modality ensures the payment of the scholarship without deductions for contributions or social charges, and also establishes that medical, occupational health (ART), and malpractice insurance are covered by the same entity.

It even enables the possibility of receiving additional bonuses, if the hospital so decides, which represents a more agile, transparent, and equitable model, according to the Government.

Mario Lugones’ announcement stating that medical residents at Garrahan Hospital can now choose between a direct contract with the hospital—with better salary conditions and insurance coverage—or keeping the previous arrangement, highlighting greater freedom and transparency in training.

In the second option, the "Ministry" scholarship, the professional signs a contract with the National Ministry of Health, under the traditional scheme, with the usual deductions and with insurance coverage provided by the institution.

In both cases, funding will be guaranteed by the National State, although with a focus on decentralizing functions that do not directly correspond to the central administration.

"The era of a State that decides for everyone and stifles institutional autonomy is over," the health ministry emphasized. The reform not only represents an administrative change, but also proposes a new conception of the State's role in medical training, in line with the liberal vision promoted by the current administration, with less interventionism and more freedom of choice.

The announcement of the new regulation for medical residencies adds to a broader package of transformations that the Government has been implementing in various sectors of the health system.
