According to the municipality, only about 13,000 of the 30,000 cars currently working for apps meet the maximum age limit of 10 years set by the new ordinance. This means that more than half of the currently active vehicles will be excluded from the initial authorization. The measure seeks to organize the system and ensure uniform technical conditions among all service providers.
The number was announced during a meeting of the Public Services Commission of the City Council, which was attended by officials and council members from different parties. In that meeting, the Secretary of Smart City and Digital Transformation, Ignacio Gei, presented the details of the official platform that will manage the single registry of applications. According to his explanation, the new scheme will allow for automatic monitoring of current documentation and licenses.
The system includes a natural filtering process, since only cars that meet the required age and documentation will be able to operate. Unlike other models, there will be no fixed quotas, but compliance with the requirements will determine who can continue. It is expected that most drivers who work occasionally will be excluded from the authorization for not meeting the required paperwork or technical condition.

Start of digital registration
Ignacio Gei reported that the platform is in its final phase and that registration will begin in the first days of November. "It will be the first fully digital system to be implemented by the municipality," the official emphasized. "The entire process will be done online, without paperwork, ensuring a safe, modern and transparent procedure," he added when presenting the tool to the council members.
The development includes three separate modules: one for operating companies, another for vehicles, and a third for drivers. Each module will have automatic validation mechanisms and connection with the databases of Arca, Rentas, and the municipal registry of Commerce and Industry. The aim is to reduce delays and avoid duplication of administrative procedures.
The secretary explained that the "single time" principle will be applied, which will allow documents already uploaded to other agencies to be validated without requiring them to be resent. Information from the Vehicle Technical Inspection and the provincial gross income registry will also be integrated. Once all requirements are approved, the driver or unit will be authorized to operate within the digital system.

Details of the presentation before the Council
During the presentation, the council members witnessed a practical demonstration of how the registry works. First, companies must register, providing their CUIT and address in the city, and then drivers and vehicles will complete their information. Those who comply correctly will receive a QR code certifying their authorized status before the municipality.
The president of the commission, Marcos Vázquez, described the presentation as "very positive" and highlighted the technological progress achieved. "We are going to bring transparency and eliminate bureaucracy; all the council members were very satisfied," he stated. From the Radical Party, council member Juan Balastegui warned that the regulations will include transition periods to avoid delays in the authorization of drivers.
Balastegui confirmed that a 120-day extension will be granted to those who are processing their professional license or background certificate. "Anyone who can prove they have started the process will be able to work with a provisional authorization," he indicated. The municipality also agreed with the Medical Council that private agents may issue the health certificate, to reduce waiting times and facilitate the activation of the new digital system.
