In a context where 28.2% of Argentinians are living below the poverty line, the debate about the funding of the public system and the access of foreigners to free services is gaining momentum.
One of the most questioned points is that even the most vulnerable sectors contribute, through the VAT applied to food, to the sustaining of free university education and the health system that is also used by thousands of people from abroad.
The current scheme implies that Argentine citizens, including those facing difficult economic situations, finance the operation of high-quality public universities with their taxes.

In this context, in fields like Medicine, foreign students represent 51% at the National University of La Plata and nearly 40% at the University of Buenos Aires, occupying spots and utilizing resources sustained by the efforts of Argentinians.
This situation fuels questions about the equity of the system. While taxpayers sustain the structure through their tax burden, foreigners, especially from neighboring countries, access free higher education and medical care without having contributed to the system.
Additionally, a large part of the external demand directly responds to the free services. Thousands of foreigners arriving in the country do so exclusively to study or to access medical treatments at no cost to themselves, and with no intention of settling permanently.
Recently, following the 2026 World Cup final, situations went viral where foreign students accessing Argentine public universities criticized and mocked Argentina on social media, intensifying social discontent and reigniting this debate.

Another serious problem with the current system is the lack of reciprocity. The countries of many of these foreigners, such as Bolivia, Paraguay, or Peru, do not offer equivalent conditions for Argentinians in their own educational or health systems, who must pay with their own money to access assistance.
For all these reasons, thousands of Argentinians are demanding the establishment of fees for foreigners without permanent residency.
This measure would allow for a significant increase in the income of public universities and redirect funds towards infrastructure, equipment, teacher salary improvements, and a higher quality of education for Argentine citizens.
The debate has resurfaced strongly after the World Cup final, with increasingly marked positions regarding how to manage public resources for Argentinians and define priorities within the system.
