Argentina will obtain significant advantages for its main exports to the United States


Thanks to the excellent relationship between Donald Trump and President Javier Milei, the United States officially announced this Thursday that it has reached a framework agreement for a Reciprocal Trade and Investment Treaty with Argentina.

According to a statement released by the White House, the understanding aims to foster sustained growth, expand bilateral opportunities, and promote a transparent, predictable, and rules-based commercial environment that encourages innovation.

The official text indicated that both countries agreed to move forward with the mutual opening of their markets for strategic products. This way, Argentina will obtain advantages for its main exports to the United States, especially in the sectors of natural resources, steel, aluminum, and beef.

Meanwhile, Argentina will grant preferential access to its domestic market for U.S. exports, which include pharmaceuticals, chemical products, machinery, information technology equipment, medical devices, motor vehicles, and a wide variety of agricultural goods, according to the statement.

Additionally, the document highlights that, in recognition of the ambitious reform agenda promoted by Milei's government and its commitment to international trade standards, and considering its compliance with economic security and supply chain requirements, the United States will eliminate reciprocal tariffs on certain unavailable natural resources and on unpatented inputs intended for pharmaceutical use.

“Furthermore, the United States may positively consider the effect that the Agreement has on national security, including taking the Agreement into account when adopting trade measures under Section 232 of the Trade Expansion Act of 1962, as amended (19 USC 1862). In addition, the countries have committed to improving the conditions of reciprocal bilateral market access for beef trade” the statement noted.

On the other hand, Argentina will eliminate non-tariff barriers and will no longer require consular procedures for imports from the United States, along with the commitment to remove the statistical tax applied to such goods.

More details of the agreement

The country will authorize the entry of products that comply with U.S. or international technical standards in key sectors, and will allow the importation of vehicles manufactured in the United States in accordance with current federal standards. In addition, the understanding contemplates the recognition of sanitary and regulatory certificates and approvals issued by U.S. authorities for pharmaceuticals and medical devices.

The text also states that Argentina will continue to combat regional counterfeiting markets and will strengthen intellectual property protection, committing to solve structural issues related to patents, delays, and designations of origin. The country will also adopt international standards in its intellectual property legislation.

Regarding the agricultural sector, the agreement provides for the opening of the Argentine market to the entry of U.S. livestock, meats, and food products, as well as simplifying the registration of animal-origin products and ensuring that no restrictions are imposed on goods with specific designations. Both nations will cooperate in eliminating non-tariff barriers to the trade of food and agricultural products.

In the labor sphere, Argentina commits to prohibiting the importation of goods produced through forced or coercive labor and to strengthening the enforcement of internationally recognized labor rights. Environmental provisions are also included, among them the fight against illegal logging, more efficient use of natural resources, and the implementation of commitments assumed before the WTO regarding fisheries subsidies.

The document also establishes expanded cooperation in economic security and joint actions to prevent unfair trade practices by third countries, along with the integration of tools for the control of exports, investments, and customs duties. As part of the agreement, Argentina will facilitate digital trade with the United States, recognizing U.S. electronic signatures and ensuring the free international transfer of data without discrimination.

Finally, both countries will work to soon conclude the final text and move forward with the formal procedures necessary for the agreement to enter into force. Its implementation and evolution will be periodically monitored through evaluation mechanisms and bilateral dialogue.
