The government will appeal the suspension of the decree that dissolves National Highway Administration
Manuel Adorni confirmed that the government will appeal the ruling that suspended Decree 461/2025 for six months
The national government confirmed that it will appeal the court ruling that suspended the application of Decree 461/2025, which ordered the dissolution of the Dirección Nacional de Vialidad (DNV) and other entities related to transportation.

Presidential spokesperson Manuel Adorni posted on social media: "The government will appeal the suspension of the decree that determines the dissolution of Vialidad Nacional."
The measure, signed by President Javier Milei and driven by the Minister of Deregulation and State Transformation, Federico Sturzenegger, aimed at a comprehensive reorganization of the agency, with the objective of reducing public spending, eliminating unnecessary structures, and combating inefficiency in public works.
The court decision was issued by the Federal Civil, Commercial, and Administrative Court No. 2 of San Martín, presided over by Judge Martina IsabelForns, who granted a precautionary measure requested by the sector's union.
In her ruling, Forns specifically questionedArticle 32 of the decree, which set a limit on job stability for staff, stating that "current labor rules and guarantees are being violated."

The ruling establishes a temporary six-month suspension of the effects of the decree, which provided for relocations, transfers, suspensions, and the elimination of areas within the agency. The judge argued that the procedural requirements were met to grant the non-innovative measure requested by the plaintiff.
Government officials emphasized that the official initiative responds to a need to "make the system more efficient." and move toward a new road maintenance framework, which included the transfer of functions to the Ministry of Economy and coordination with private companies under state control.
The restructuring of Vialidad Nacional is part of the broader process of state reform promoted by Javier Milei's administration, aimed at reducing the fiscal deficit, making the management of public funds more transparent, and advancing the modernization of national infrastructure.
