Noboa declares a state of emergency in four provinces due to serious internal unrest

Guayas, El Oro, Los Ríos, and Manabí remain under the measure for 60 days; rights are suspended to strengthen security

President Daniel Noboa signed Executive Decree No. 76 on August 6, 2025, declaring a state of emergency in the provinces of El Oro, Guayas, Los Ríos, and Manabí due to a "serious internal disturbance."

The measure seeks to counter the increase in violence, crime, and the presence of organized armed groups in those regions, within the framework of the internal armed conflict facing the country.

The state of emergency will last for 60 days. The measure authorizes coordinated actions by the Police and Armed Forces at the territorial level, without the need for a court order to intervene.

The rights to the inviolability of the home and correspondence are suspended. This enables searches, raids, and interceptions as part of the effort to restore security.

Coordination will be under the command of the Ministry of Defense and the Interior together with the Joint Command, who will define the necessary operational actions.

The decision comes days after the Constitutional Court partially suspended the National Solidarity Law, which redefined the legal framework of the state of internal armed conflict.

This new state of emergency adds to those previously decreed by Noboa in 2024, due to increasing violence and the dominance of organized crime in port and border areas.

The security situation in Ecuador has escalated in recent years, with clashes between gangs, prison riots, and an internal armed conflict that has forced the Executive to repeatedly resort to states of emergency.

Noboa is reinforcing his security policy with extraordinary actions in four key provinces. The measure seeks to protect the State and its citizens, although it raises the need for legal guarantees that balance freedom and public order.
