William Kelso Flournoy, a member of a Democratic NGO, was arrested and charged with raping a 6-month-old girl.
A detestable 25-year-old man, William Kelso Flournoy IV, who identifies as transgender and uses the names “Isabelle” or “Izzy”, was arrested and formally charged with first-degree rape of a girl and sexual exploitation of a minor, after sexually abusing a baby of approximately 6 months in 2023.
The investigation began when the Tacoma Police received a priority alert (“priority 1") from Google through the “CyberTipline” of the National Center for Missing and Exploited Children (NCMEC). The clue pointed to a photograph uploaded to the platform that showed an adult man kneeling vaginally penetrating
a baby.
Although the face did not appear, detectives identified Flournoy by the associated IP address and two distinctive moles on his hands, clearly visible in the image. The officers quickly located the victim and contacted her parents, who confirmed that it was their daughter. According to the police report, the family was experiencing serious economic difficulties in 2023: both parents worked two jobs to make ends meet and lived in a
motel.
They invited Flournoy and her partner to move in with them to help care for the three children, including two additional minors who were also under their access. Police plan to interview the mother to determine if there were more victims
. Flournoy identified herself as a transsexual and used the names “Isabelle” and “Izzy”
During the search of Flournoy's room, in a shelter for transient people on Portland Avenue, objects were found that raised concern: a baby pacifier, a children's stuffed animal and a plastic cup with characters for children. The report also suggests a possible interest in infantilism (a fetish of age regression
).
Flournoy was arrested on March 5 by the FBI Task Force for Missing and Exploited Children, after collaborating with the Tacoma Police. At a plea hearing in Pierce County Superior Court, a “not guilty” motion was entered on his behalf. Commissioner Barbara McInvaille set bail at $1 million
.
The defendant has a history related to child abuse material. In July 2025, he faced charges for possession and distribution of explicit images of minors. Files in her Google account included “voyeuristic” photographs of clothed girls and teenagers (ages 12 to 18) and a video of Flournoy masturbating on the stairs of a youth hostel for the homeless in Tacoma
. The FBI took part in the investigation and found elements that associate the degenerate transsexual with childhood fetishes
Six additional “CyberTips” linked to their digital accounts were reported. Flournoy presented himself on social media as a “youth defender” and a volunteer in the democratic association “Youth Action Board” of the “REACH Center” in Tacoma, a youth group that advises on issues of homelessness
and housing instability for young people.
The director of youth services, Carlos Garcia, noted that Flournoy was never employed or involved since October 2023, and that the organization applies strict safety and reporting protocols. However, detectives are investigating potential additional victims given their previous exposure to vulnerable children

Tacoma Police spokeswoman Officer Shelbie Boyd said the investigation is still active: “The lead detective is reviewing all leads, including locations where the defendant had previous history.” This case has generated local shock because of the extreme seriousness of the crime, abusing the trust of a family in crisis to assault a defenseless baby, and because of the defendant's prior access to juvenile environments. Justice seeks to determine if there are more victims in its trajectory.
