The discovery of a clandestine laboratory in the city of Reedley, in the state of California, has sparked a federal investigation that revealed serious regulatory flaws, health risks and potential connections with the Chinese government, while generating criticism of the state administration led by the Democratic governor Gavin Newsom
.
The case began when Jesalyn Harper, a local code control agent, came to inspect an apparently abandoned warehouse after receiving complaints of a strong unpleasant odor. Upon entering the building, he found what he described as a makeshift laboratory facility: vials with liquids labeled “COVID-19”, “HIV” and “Malaria”, refrigerators with biological samples, some marked “Ebola”, and
more than a thousand mice used for testing.
According to Harper, the environment inside the place became tense when he began to ask questions to the workers, who initially seemed to collaborate on tasks such as the “assembly of medical tests.” The official decided to retire quickly because she perceived a possible risk to her safety
. In the reservoir, numerous containers containing liquids labeled as dangerous infectious diseases have been found.
Authorities later determined that the warehouse was linked to a fraudulent scheme led by Jia Bei Zhu, a Chinese citizen accused of importing COVID-19 tests from China and selling them as if they had been manufactured in the United States. According to federal prosecutors, the business has generated approximately $1.7 million through the commercialization of mislabeled medical devices.
Although Zhu has been charged with fraud, conspiracy and falsification of information before the Food and Drug Administration (FDA), he does not face specific charges for operating an illegal biological laboratory. His defense has denied any accusation related to illegal biological activities.
The discovery in Reedley, however, triggered health alerts. Fresno County Public Health Department documents indicate that at least 20 potentially infectious agents were identified at the site, including Dengue, Hepatitis B and C, Herpes and
Coronavirus.
However, the Center for Disease Control and Prevention (CDC) did not analyze all the samples, since many did not meet the technical criteria to be classified as highly dangerous agents, which evidenced limitations in monitoring protocols.
The CDC announced that it has not yet been able to finish analyzing all the pathogens found in the clandestine laboratory
The investigation was extended months later to Las Vegas, where authorities carried out an operation in a house linked to Zhu. Weapons, laboratory equipment and more than a thousand samples of unknown substances were found at the site. According to local police, the materials were similar to those found in Reedley, although their exact nature is still under
analysis by the FBI.
Another key element of the case is financial flow. A report from the United States Congress revealed that Zhu received more than $1.3 million in transfers from banks in the People's Republic of China. These movements would not match the commercial logic of the business under investigation, which has raised questions about the origin and purpose of the
funds.
In this context, political sectors and analysts have questioned the California state government's response. Critics point out that the Newsom administration failed to detect the operation in time or respond quickly enough to initial warnings, allowing the activity to continue for months without adequate oversight. They also point to failures in coordination between state and local agencies, as well as an apparent lack of stricter controls over facilities that handle biological material

Local authorities in Reedley have assured that all biological materials were removed from the warehouse following the initial investigation. However, the episode has prompted urgent calls from Congress to strengthen legislation and improve coordination between federal, state and local agencies
. The FBI is also analyzing thousands of unknown substances found in a search on Zhu's property in the state of Nevada
