During her speech, Ochoa stated that the Congress seemed like a fashion show. According to her, the legislators were competing to wear the most striking dress, the highest heels, the most painted lips, and the finest mascara.
Ochoa argued that these stereotypes force women to look "presentable" to men. According to her, this perpetuates a male pact that limits their autonomy.

Response from other legislators
Deputy Alondra Fausto de León rejected Ochoa's comments. She asserted that suggesting that wearing makeup or a skirt promotes hypersexualization is like blaming rape victims for their clothing.
Candelaria Ochoa was the former director of the National Commission to Prevent and Eradicate Violence against Women. Given her experience, it would be expected that she understood that criticizing women's clothing is a form of sexist violence.
