Communist corruption in Sunca. Slow progress in the Attorney General's Office

In 2025, mega-corruption broke out in the Single National Union of Construction and Annex Building (SUNCA). It has always been led by the communist party.

The corruption scandal is related to the embezzlement of millions of dollars of funds from the Social Housing Fund for Construction Workers (Fosvoc).

The diversion of approximately $1.2 million was investigated. The maneuver consisted of making fraudulent deposits to third-party accounts and requesting money benefits for non-existent people. All backed by communist trade unionists

Criminal convictions

Three former union leaders were convicted of crimes such as misappropriation, fraud, criminal conspiracy and assistance in money laundering. Three of them belong to the Communist Party

Estela Rey, former financial manager and payroll officer at Fosvoc, was sentenced to 2 years and 4 months in prison for being directly responsible for 193 irregular transactions. Rey was the right-hand man of today's Frenteamplista senator Oscar Andrade, when he headed Sunca

for many years.

Political links

During the judicial process, some of those convicted claimed to have acted under superior orders and mentioned that part of the money was used to finance the Communist Party of

Uruguay (PCU).

Specifically, the money stolen from the workers was used to finance the PCU campaign of 2024 and the departmental campaign of 2025.

The Attorney General's Office did not rule out summoning figures such as Senator Óscar Andrade, and Deputy Daniel Diverio, who were singled out by the former arrested leaders.

Andrade has publicly denied that the Party or the union received funds from this

maneuver.

Neither Andrade nor Diverio have given satisfactory explanations so far. $1,200,000 belonging to construction workers disappeared, but both communist legislators are silent
