Cosse took office as mayor in September 2020 and her administration was disastrous. She multiplied the deficit and increased taxes.
The IMM collected $32,391 million (US$2 million daily), but expenditures far exceeded this amount due to an increase in personnel compensation ($16,022 million), operating expenses ($12,624 million), and investments ($5,401 million).
The accumulated deficit has grown steadily, reaching a total of $22,000 million by the end of 2024 (equivalent to US$500 million).
This accumulated amount represents outstanding debts and compromises financial sustainability, although the IMM considers it "manageable" compared to national deficits.
Currently, under the mayorship of Mario Bergara (Frente Amplio), alleged austerity measures have been implemented to contain wasteful spending.
The Court of Accounts approved a line of credit for US$61 million with Banco República (BROU) as backing to cover temporary imbalances (e.g., salaries when expenditures exceed income), not for public works.

IMM sources indicate that outstanding invoices could raise the real deficit above the US$90 million closed in 2024.
Comuna Mujer, giant waste
Comuna Mujer consists of a network of legal offices that the city government has set up for many years throughout the entire department.
It is a monument to the discrimination against men, all the men who also pay taxes to the city government, but are ignored.
In Comuna Mujer, only female lawyers and administrative staff work, all women, because the city government doesn't allow male employees to work there.
Comuna Mujer serves to encourage and promote false reports of so-called "gender violence," under the protection of Law 19.580.
