The former senator from Frente Amplio (MPP) is cornered by prosecutor Sandra Fleitas, and he resorts to any method in an attempt to avoid ending up behind bars.
Origin of the case
The case originated from an incident in 2012 in La Paloma (Rocha), where civilian Víctor Hernández was shot (possibly by an accidental discharge from a police sub-commissioner during a private party), leaving him paraplegic.
The Frente Amplio member Carrera, as a senior official in the Ministry of the Interior during Mujica's government, authorized his care at the Police Hospital—a facility exclusively for police personnel and their families—for three years (2012 - 2015).
To do so, he was falsely assigned the rank of "assistant sub-officer" in his medical record, and he was paid meal vouchers from a fund intended for Christmas baskets for police officers.
The investigation began in 2022, driven by a parliamentary committee from the governing Coalition.
In September 2024, prosecutor Silvia Porteiro requested his removal of parliamentary immunity for unnamed abuse of functions, which led Carrera to resign his Senate seat to avoid the removal process.

In May 2025, Porteiro was transferred, and prosecutor Sandra Fleitas took over the case. On June 3, 2025, Fleitas requested to charge the Frente Amplio member with three more serious crimes: fraud, ideological falsification of a public document (as an indirect perpetrator), and improper use of privileged information.
Carrera challenged Fleitas for alleged "political affiliation" with the opposition and "scandalous conduct," but Chief Prosecutor Mónica Ferrero rejected the challenge.
The former MPP senator's strategy was to publicly smear prosecutor Fleitas by launching a media campaign of discredit with lies.
It is worth recalling that Carrera was publicly defended by fellow Frente Amplio legislator Bettiana Díaz and by the current Secretary of the Presidency Alejandro Sánchez.
False evidence
In recent hours, it emerged that in the court documents Carrera submitted throughout the criminal trial, there were citations of alleged previous rulings from similar cases, which is common in documents prepared by lawyers.
