Charles Carrera, former senator of the Frente Amplio (MPP - FA) of Uruguay and former general director of the Secretariat of the Ministry of the Interior during the FA government.
He has been the subject of a judicial investigation for serious irregularities in the use of the Police Hospital.
The corruption case centers on the medical care provided for three years to Víctor Hernández, a civilian who was shot in La Paloma (Rocha), by a gunshot from a police officer at a private party in 2021.
According to the accusation, Carrera authorized irregular payments and the improper use of public resources to benefit this third party, acting deceitfully and taking advantage of confidential information derived from his position.
A shameless corrupt
The corruption case was initially investigated by prosecutor Silvia Porteiro under the charge of abuse of functions.

Carrera resigned his parliamentary immunity so that the investigation could proceed, but he keeps an office in the Legislative Palace as a collaborator of the FA.
Formalization hearing
On June 11, 2025, Judge Lorena Juliano formalized the investigation against the former Frente Amplio legislator for three crimes: fraud (in concurrence with ideological falsification).
Also for the crime of ideological falsification of a public document (as an indirect perpetrator).
For the crime of improper use of privileged information.
The hearing lasted about five hours. Prosecutor Sandra Fleitas argued that Carrera "acted deceitfully in the acts in which he was supposed to intervene due to his position, causing harm to the administration for the benefit of a third party."
