The National Human Rights Institution and Ombudsman's Office (INDDHH) formally confirmed the Ministry of the Interior's non-compliance with the working conditions of prison officers in Unit No. 3 of the Freedom Prison, under the National Institute for Rehabilitation (INR).
The complaint was promoted by the Republican Guard Police Union (UNI.POL GR), which warned of poor building conditions, prolonged exposure without adequate protection and long days without adequate food supply. In October 2024, the INDDHH ordered the Ministry of the Interior to correct these irregularities and to present a concrete plan for improvements. To date, there has been no progress or responses that meet the requirements
.
The resolution of the INDDHH is final: non-compliance by the State is verified. The case will be referred to Parliament for legislators to take appropriate action, the institution said
.
UNI.POL GR had detailed in its presentation that building deficiencies and lack of protection expose guards to unnecessary risks, while long days without basic food conditions directly affect their health and operational capacity. “We can't provide security if we don't have it ourselves,” the union emphasized in its statement
.
The situation in the Freedom Prison is not isolated, but it acquires particular relevance because it is one of the main prisons in the country. The lack of compliance with the INDDHH subpoena reveals a gap in the obligations of the Ministry of the Interior regarding the working conditions of officials responsible for the custody of persons deprived of
their liberty.
