According to the most recent polls published in December 2025, President Yamandú Orsi's approval rating has plummeted, with 36% approving of his administration and 36% disapproving, according to Equipos Consultores.
Other polling firms have shown slightly different results in previous measurements: Equipos Consultores (end of November 2025): 36% approve, 36% disapprove, and 25% neither approve nor disapprove.
Disapproval has shown an upward trend in recent months. Cifra (November 2025): A balance was reported with 40% approval and 40% disapproval. Factum (October 2025): Indicated that approval stood at 39% and disapproval at 33%.
Overall, opinions on Yamandú Orsi's administration at the end of 2025 show a decline in his popularity ratings and an increase in the dissatisfaction of Uruguayans.
The reasons
Insecurity is the main concern of the population because there has been a record number of homicides since the government took office on March 1, 2025, about two homicides per day.
Insecurity is out of control, with ongoing thefts and robberies throughout the country.

A government of tax evaders
Another issue has been the scandals involving government officials who are tax evaders, such as former Minister of Housing Cecilia Cairo, who owned a property with four houses completely off the books.
She did not pay any local taxes and, of course, did not pay the Primary Education Tax either. Cairo resigned as minister but took up her seat as a deputy obtained through the MPP.
Another case is that of Rodrigo Arim, former rector of UdelaR and director of OPP, who owns a spectacular chalet in Solís resort in Maldonado, in a completely irregular manner. Arim profited from it because he rented it out.
There is the case of Fernando Pereira, who also evaded taxes in the Buenos Aires resort near Punta del Este. Or the case of Daniel Ximénez, current Frente Amplio mayor of Lavalleja, who also did not pay taxes on a spectacular house in the Minas hills.
More taxes
To all this is added the betrayal of the voters who elected them, as they promised not to raise taxes and have created new taxes in less than 10 months of government.
Cosse y Orsi
A 36% approval rating in less than a year of administration is extremely low. This means that almost two-thirds of Uruguayans are dissatisfied with the government administration, with more than 4 years of the term still remaining.
Union corruption
In 2025, there have been serious cases of corruption in unions run by Frente Amplio leaders, especially from the Communist Party, such as Sunca and Fus.
Although the unions are not part of the government, they are closely linked to the ruling party. This damages the image of the government led by Orsi.
A government without direction, with a president with a low approval rating in less than a year of administration.
