Communist senator Óscar Andrade has been involved in a major media and political scandal related to the non-payment of taxes and social security contributions to BPS.
This was due to a spectacular chalet he built in San Luis, Canelones.
The story of a tax evader
In 2021, it was revealed that the Communist Party legislator had a debt for property tax, and he had not registered the construction of his house with the Social Security Bank since 2012. He also had not paid the Primary Education Tax.
At that time, the mayor of Canelones was Yamandú Orsi.
The "off-the-books" construction involved the lack of retirement and social security contributions for the workers involved, or the improper use of the "benevolent labor" regime for a construction that exceeded the permitted limits. All illegal.

The then director of the Canelones Tax Agency, Casaravilla, tried to regularize Andrade's debt through an exceptionally favorable procedure, which resulted in his dismissal by the Canelones authorities.
Andrade used his political influence to obtain an undue privilege before the Tax Agency.
The Prosecutor's Office later confirmed that this procedure was irregular, but Andrade remained unpunished.
Alleged subsequent payment
After the public exposure of the situation, the communist senator allegedly began proceedings to settle his debts with the Canelones Municipality and BPS, and declared that he would continue paying them "as he could."
