In a speech on the national channel in 1973, then-president Juan Domingo Perón harshly questioned the discretionary use of retirement funds by the State, which he directly described as “a robbery” and “an assault”.

The statements were made during his third presidency, in a context in which he analyzed the evolution of the pension system after his overthrow in 1955.

In this context, Perón rejected the state model of managing retirement resources and warned of the risks of using these funds for other purposes, as did the corrupt and convicted Cristina Kirchner with ANSES funds in her government.

“We didn't want to create a state pension system, because I knew that these services are usually neither effective nor safe, leaving the State free from an obligation that always

performs poorly,” he said.

The former president went further and pointed directly against the use of workers' contributions to cover state spending.

“Okay, gentlemen, what happened next? In 1956, the State, perhaps beset by needs, used the capital accumulated by the savings banks. I mean, he appropriated that. For me, that's simply theft, because that wasn't State money; it was money from the people who had formed those societies and those organizations,” he said

.

In the same speech, Perón also denounced the decapitalization of the pension system as a result of these practices. “Of course they decapitalized it. 65 billion were taken out to help others who had nothing to do with retirement and pension funds. I mean, gentlemen, they were robbed. It was a robbery. So naturally, after that assault, the poor retirees began to suffer the consequences,” he said.

The statements of the historic leader of Peronism are becoming relevant in the current debate on the use of pension funds in Argentina, especially after measures taken during the government of Cristina Fernández de Kirchner, when the private pension system was nationalized and resources were managed by ANSES

.

During his term of office, retirement funds were used to finance public spending and support different state policies, such as subsidies or public works, which seriously damaged the sustainability of the system and the loss of purchasing power of retirees.

In this context, Perón's 1973 speech contrasts sharply with the policies of Kirchnerism and the use of retirees' cash to cover the State's fiscal needs.

In his own words, this mechanism involved appropriating resources that belonged to workers, with negative consequences for the social security system.
