Cornejo raised at the IDEA Colloquium the need to redesign the tax scheme and the federal revenue-sharing system to promote employment, investment, and competitiveness

During his speech at the IDEA Colloquium, which is taking place in Mar del Plata, the governor of Mendoza, Alfredo Cornejo, stated that "Argentina needs a fiscal and educational reform with a federal vision." The governor emphasized that the country requires a new tax system that respects federalism, eliminates distortionary taxes, and promotes the development of the private sector.

Cornejo participated in the panel "The Governors' Vision II", alongside Rogelio Frigerio (Entre Ríos), Marcelo Orrego (San Juan), and Leandro Zdero (Chaco), in a session moderated by Horacio Riggi, head of Economics at the newspaper Clarín.

The traditional meeting of the Argentine Business Development Institute (IDEA) brought together more than a thousand participants, including businesspeople, officials, academics, and leaders from the private sector, who discussed the country's structural challenges.

A comprehensive fiscal reform with investment incentives

In his presentation, Cornejo argued that the current tax system "doesn't incentivize work or reinvestment," since the tax burden discourages competitiveness compared to other countries in the region. He proposed moving forward with a comprehensive reform that includes lowering distortionary taxes and a thorough review of public spending.

The governor recalled his participation in the 2017 Fiscal Pact, which made it possible to reduce taxes such as Gross Income, Stamp Tax, and withholdings, and pointed out that "at that time, distortionary taxes accounted for 3% of GDP and today they almost reach 8%." He also reaffirmed his commitment that Mendoza will eliminate the Stamp Tax by 2030.

Cornejo warned that fiscal reform must be accompanied by a modification of the national revenue-sharing system to balance incentives among provinces. "There are districts that depend almost entirely on revenue-sharing funds and lack incentives to promote private activity and investment. In Mendoza, the opposite occurs: we need the private sector to sustain our development," he stated.

He also criticized measurement systems that compare provincial tax burdens without considering the level of dependence on federal funds. "The more a province receives from revenue-sharing, the more public employment it has. The entire system is distorted and requires a deep reform that covers labor taxes, pensions, and revenue-sharing," he stressed.

Support for Javier Milei's economic agenda

When asked about the national situation, Cornejo expressed his support for Javier Milei's government, with whom he has maintained a political alliance since the last elections. He highlighted the progress in fiscal order and asserted that the country has "an opportunity to consolidate structural changes with broad political support."

"The country needs the government to do well in the economy and to receive support at the polls in order to deepen the reforms," he said. In this regard, he announced that the May Council will present a report on December 14 on the structural reforms under discussion, and he expressed optimism about the possibility of building broad consensus to sustain the transformations initiated by the libertarian administration.
