The arrival of Javier Milei at Casa Rosada introduced a structural change in the composition of the national executive branch. For the first time in decades, the majority of the senior officials in the national government don't come from the traditional public service circuit, but from the private sector. According to a survey based on sworn statements submitted to the Anti-Corruption Office, 67% of the senior positions in the current government reported prior work experience in the private sector.

This figure stands in stark contrast to the previous administration. During Alberto Fernández's term, 72% of the officials came from previous state positions, while only 28% had experience outside the State. The difference is significant: it reflects two radically different models of power. One is based on permanent clientelist rotation within the public apparatus; the other is oriented toward incorporating professional profiles with careers outside politics.

For more than forty years, Argentine politics was characterized by a closed dynamic: the same names alternated among legislative, executive, and administrative positions, consolidating what Milei defined as "the caste." The current administration breaks with that logic and moves toward a framework where the State ceases to be an end in itself and becomes a management tool.

The analysis of the official data shows that only 27% of the current senior officials had another public position as their most recent background. The rest worked as independent professionals, executives, academics, or consultants in the private sector. This is a deep change in political culture, which seeks to reduce state endogamy and professionalize decision-making.

This shift isn't improvised. From the campaign onward, Milei set out the need to dismantle bureaucratic structures that fed on themselves without delivering results. The composition of his cabinet reflects that vision: economists with international careers, attorneys with active professional practice, physicians, and technicians with concrete experience in their fields.

The system of sworn statements of prior activities, implemented to prevent conflicts of interest and limit the so-called "revolving door," makes it possible to clearly observe this transformation. Contrary to the opposition narrative, the data show that the current government didn't deepen the capture of the State by private interests, but rather reduced the chronic permanence of officials without experience outside the public sector.

Far from being a risk, this change signals a sign of institutional maturity: less politics based on cronyism and political rewards, and more management based on results.
