The Government digitizes the process for gun ownership and eases trade
'Tenencia Express' allows starting procedures from anywhere in the country. All the details
Within the framework of the Comprehensive Digital Transformation Plan, the national Government has formalized the implementation of the digital procedure called "Tenencia Express," aimed at facilitating the obtaining of a permit to carry firearms. As of Resolution 45/2025, signed by Juan Pablo Allan, executive director of the National Agency for Controlled Materials (ANMaC), this process can only be managed through the online platform MiAnmac.
The digitization aims to shorten administrative times and ensure greater traceability and legal security in the permits granted. "The new system includes automated controls to review criminal records and verify the status of members of the security forces," detailed the ANMaC.
Digital integration and reinforced controls
The procedure is linked with the MiArgentina app, which will allow for the integration of payments and the issuance of digital credentials without the need to physically visit a delegation. Additionally, those who use the platform will be able to manage the Ammunition Consumption Card (TCCM), a key tool for legal gun users.
According to the regulations, the costs of the procedures are standardized through the use of ANMaC Units, a measure that seeks to provide greater predictability to individual users and businesses.
Requirements for merchants are relaxed
Through Resolution 49/2025, the Government also eliminated various administrative requirements for arms and ammunition merchants. Among the main changes, the removal of the obligation to have municipal authorizations and prior registration with the ANMaC stands out, requirements that until now were essential to operate legally in the sector.
The measure aims to reduce the bureaucratic burden and especially favor small merchants and craft-made workshops, which will be able to operate with greater freedom as long as they do not exceed an annual production of 1,200 units.
Reuse of seized weapons
Another highlighted aspect of the regulatory reform is the possibility of reusing weapons seized by federal security forces. As long as they are correctly registered and stored by the ANMaC, these materials can be re-incorporated into police operations, optimizing State resources in the fight against organized crime.
The new regulations also exempt users of shooting entities from local authorizations and extend benefits to factories, repair workshops, destruction plants, and weapons depots.
The basic regulatory framework persists
Despite the relaxation, the Government reminded that merchants must continue to comply with the current regulatory requirements at the national, provincial, and municipal levels, especially those related to the security in the storage of controlled materials.
These reforms are part of a broader strategy to modernize the arms control system and update legislation in response to new social, commercial, and technological dynamics.
