Abinader strengthens border controls and security measures in response to the Haitian crisis and significant migratory pressure

The Dominican Republic has launched one of the largest migration operations in its recent history. According todatafrom the General Directorate of Migration(DGM), approximately 250,000 Haitian citizens in irregular status have been deported so far in 2025, as part of a sustained tightening of migration policy. In August alone, 35,276 expulsions were recorded, reflecting the magnitude of the operation carried out.
These figures are in addition to more than 115,000 Haitians who left the country voluntarilyduring the same period, a phenomenon that demonstrates the impact of the measures implemented by the Dominican Executive.

Authorities justify these actions as part of a strategy to "protect national security, preserve social stability, and curb an unsustainable migratory flow".
President Luis Abinader has maintained that the Dominican Republic can't indefinitely absorb the massive arrival of Haitians, in a context in which Haiti is facing one of the deepest crises in its contemporary history, marked by the violence of armed gangs and institutional collapse. "Our country has the right to protect its borders and guarantee internal order", he has stated repeatedly.
The Government has made it clear that it will not change its position in the face of pressure from non-governmental organizations and international bodies. On the contrary, it has announced the strengthening of border controls and the continuation of deportations as a state policy.
The shared border, more than 236 miles (380 kilometers) long, has become one of the most critical points in the region. Meanwhile, as Haiti is experiencing a scenario of institutional breakdown, the Dominican administration seeks to consolidate a firm migration policy which, according to analysts, could set a precedent in Latin America. Abinader's strategy recalls, in some respects, the approach advocated by Donald Trump in the United States, focused on border control and strict enforcement of migration law.
