At a key moment for the relationship between the Nation and the provinces, the Chief of Cabinet, Guillermo Francos, reaffirmed the Executive's uncompromising stance against any legislative attempt to modify the distribution of federal resources.

In radio statements, the official stated that President Javier Milei will veto any law that compromises fiscal balance, including those related to revenue sharing or National Treasury Contributions (ATN).

"Of course, the President will also veto anything that affects fiscal balance," Francos said in a conversation with Radio Splendid.

The statement comes amid growing tension between Casa Rosada and Congress, where several bills aim to reshape the distribution of funds. Francos was unequivocal in stating that fiscal balance is non-negotiable and is part of the structural foundation of the libertarian economic program.

Explicit warning and veto power

Francos made it clear that the presidential power of veto will be exercised without hesitation if Congress passes initiatives that entail additional spending. He emphasized that this position is not new and is consistent with what Milei himself has expressed since the beginning of his administration.

  1. Any law that increases public expenditure will be vetoed.
  2. This includes bills on revenue sharing and ATN distribution.
  3. This is based on the National Constitution and the goal of zero deficit.
  4. The aim is to maintain fiscal discipline as the core of the economic model.

When asked about recent criticism from Kirchnerist and alleged constitutional expert Eduardo Barcesat—who called him "imbecile" in an interview—Francos replied bluntly: "I believe that imbeciles see everyone as being like themselves."

Beyond the controversy, the Chief of Cabinet upheld Article 76 of the National Constitution, which authorizes legislative delegation to the Executive in specific matters and for a limited time. He recalled that this practice was common between 2001 and 2017, a period marked by various crises and structural reforms.

Milei doesn't yield ground before October

The Executive's decision not to accept changes that would entail greater spending also has a political reading: to avoid concessions ahead of the October elections. In this regard, Francos was emphatic in stating that the Government will not back down from its economic course nor allow Congress to impose changes that would compromise its roadmap.
