The presidential spokesperson, Manuel Adorni, confirmed that the Ministry of Human Capital, led by Sandra Pettovello, eliminated the Undersecretariat of Innovation in Solidarity Economy and the Undersecretariat of Social Policies.
These areas, which during the Kirchnerist administration of Alberto Fernández were under the supervision of social leader Emilio Pérsico, leader of the Evita Movement, were used as a mechanism of "extortion" toward social program beneficiaries.
In place of these dependencies, the Undersecretariat of Human Promotion was created, with the aim of ensuring a direct distribution of resources without intermediaries, avoiding the interference of social leaders and picketers who until now controlled the allocation and removal of programs like Potenciar Trabajo, in addition to managing the distribution of food in dining halls linked to organizations aligned with Kirchnerism.
Adorni also confirmed that the Ministry of Human Capital will appeal the precautionary measure issued by the Federal Administrative Litigation Court No. 11, led by Martín Cormick, which prevents the Government of Javier Milei from withdrawing social plans from those participating in pickets and violent acts.

The judicial presentation seeks to reinstate the criteria that allow excluding from state benefits those who engage in illegal protests or episodes of violence. According to Milei's Government, the judicial ruling prevents dismantling extortion mechanisms and misuse of social plans by certain sectors.
"As part of the reorganization of the Ministry of Human Capital, the Undersecretariat of Innovation in Solidarity Economy and the Undersecretariat of Social Policies were eliminated, and in their place, the Undersecretariat of Human Promotion was created, focusing on direct and intermediary-free transfer. This restructuring is part of the National Government's commitment to efficiency and transparency in public administration, eliminating unnecessary bureaucratic structures and networks of intermediation that diverted resources," explained Adorni.
He also recalled that the Undersecretariat of Innovation in Solidarity Economy depended on the Secretariat of Childhood, Adolescence, and Family, and that it had previously been the Secretariat of Social Economy under the management of Emilio Pérsico.
