The measure was made official this Monday through Provision 29/2025 published in the Official Gazette, and is incorporated into the CONTRAT.AR system under the jurisdiction of the National Procurement Office (ONC).
The module, called "Privatization Laws Nos. 27,742 and 23,696", will allow the complete digital execution of the sale of assets, shares or equity interests, the transfer of productive establishments, and the granting of concessions, licenses, and permits.

According to the ONC, the implementation seeks to "streamline procedures and ensure that they are carried out with transparency, competition, and broad participation", in line with the principles of open government and administrative efficiency. The system will apply the same rules that govern other CONTRAT.AR procedures, and will come into operation on the first business day following its publication in the Official Gazette.
Those registered as concessionaires under Law 17,520 will be able to participate in the new processes without a new registration, while others will have to register, validate their identity, and submit standardized documentation —such as minutes and sworn statements— that prove compliance with the legal requirements to contract with the State.
After the approval of the Bases Law, eight companies were included in the privatization scheme. In full, the sale of Agua y Saneamientos Argentinos (AySA), Energía Argentina (Enarsa), Intercargo, Corredores Viales, Belgrano Cargas, and SOFSE (Trenes Argentinos) is planned. Partially, Yacimientos Carboníferos Río Turbio (YCRT) and Nucleoeléctrica Argentina Sociedad Anónima (NASA) will be privatized.
