A report from the INSS reveals for the first time the breakdown by country of origin of foreign beneficiaries of the IMV

An official report from the National Institute of Social Security (INSS) of Spain presented data on the distribution of foreign beneficiaries of the Minimum Vital Income (IMV) according to their nationality.

According to the study, obtained through a Transparency resolution, Moroccan immigrants represent nearly half of the beneficiaries.

According to the document, there are 139,446 foreign holders of the benefit, of which 69,517 have Moroccan nationality. This figure accounts for 49.85% of foreign recipients and approximately one in four total beneficiaries of the IMV, considering that the overall number of holders is around 280,000.

The resolution, signed by the general director of the INSS following a request made in June, marks a change in the information available so far. As the agency itself acknowledges, the official data published until now “only differentiate between holders of Spanish and foreign nationality,” without detailing the country of origin of the latter.

The report clarifies that the figures refer exclusively to the holders of the benefit, without including other members of the family units who can also benefit from the IMV, such as spouses or children, but who do not appear as direct recipients in this breakdown.

After the Moroccans, the second largest group is that of Romanian citizens, with 15,262 holders, representing nearly 11% of foreigners.

In third place are the Ukrainians, with 4,612 recipients, around 3%. Further behind are other nationalities: Colombians (3,549), Algerians (3,362), Italians (3,043), and Bulgarian (2,826), all with percentages below 3% of the total foreigners.

The list also includes beneficiaries from over a hundred countries, including Portugal, Pakistan, Venezuela, Brazil, and Nigeria. There are also 215 holders under the category of “other nationalities” and 175 stateless persons. Groups with fewer than ten individuals are not detailed for reasons of statistical confidentiality.

The weight of the Moroccan population in this benefit coincides with other socioeconomic indicators. According to data cited in the report, nearly 70% of Moroccan women of working age do not contribute to the Social Security system, which could influence their presence within this type of aid.

On the other hand, the document warns that it does not include information corresponding to the Basque Country and Navarra. Both communities have a foral regime that allows them to directly manage the Minimum Vital Income, which limits the INSS's access to those files. In this regard, the resolution states that “data from the provinces of those autonomous communities are not provided.”

Nevertheless, the report offers a first detailed overview of the distribution of foreign recipients of the IMV in Spain, highlighting the strong concentration of Moroccans.
