The United States Embassy in Venezuela described as "another historic day" the arrival in Caracas of the head of the United States Southern Command, General Francis Donovan. The visit is part of the new stage of bilateral relations after the fall of Nicolás Maduro's regime and the establishment of an interim government.
According to the official message released by the diplomatic mission on the social network X, Donovan began his schedule by meeting with his joint force team that serves at the facilities of the United States Embassy, in addition to maintaining contacts with interagency partners. The central objective:to make progress on security matters and coordinate the implementation of the strategic plan promoted by Washington.

Later, the general held meetings with the Venezuelan interim authorities to assess the internal situation and ensure the launch of the three-phase plan promoted by President Donald Trump. The roadmap contemplates, first, the stabilization of security; then, economic recovery; and finally, the consolidation of a democratic transition aligned with the interests of the Western Hemisphere.
The delegation also met with the interim president, Delcy Rodríguez, and with cabinet members linked to the defense and security area. The Venezuelan statement highlighted the intention to deepen cooperation in the fight against drug trafficking, terrorism, and irregular migratory flows, and insisted that diplomatic dialogue will be the priority channel to address the bilateral agenda.

The visit is taking place in a context of political transition marked by the formal reopening of the United States mission in Caracas, after years of diplomatic rupture. The chargé d'affaires appointed by Washington, Laura Dogu, had already anticipated that the joint work will aim to generate tangible benefits for both the Venezuelan people and the American people.
The United States not only supports the stabilization process, but also assumes an active role in its implementation. With security first and recovery afterward, the strategy aims to prevent a new power vacuum and to steer Venezuela toward a stage of institutional and economic normalization.
