Javier Milei prepares decrees to repeal more laws and restructure agencies

The Government is expediting key decrees before the end of the delegated powers granted by the Ley Bases

This  Tuesday, July 8 marks the end of the delegated powers that Congress granted to President Javier Milei with the approval of the Bases Law. These special powers allowed the Executive Branch to move forward for a year with reforms in administrative, economic, financial, and energy areas without going through Congress.

With the expiration just around the corner and the Wednesday holiday for Independence Day, the Government is rushing to sign a package of decrees that will be published in the Official Gazette on Thursday.

Among the decisions being considered by the Casa Rosada are the reform of federal forces, the restructuring of decentralized agencies, and the elimination of trusts. The goal is to consolidate before Tuesday a set of measures that could otherwise face legislative resistance.

The Minister of Deregulation and State Transformation, Federico Sturzenegger, left for last the reform of key institutions such as the National Institute of Agricultural Technology (INTA) and the National Institute of Industrial Technology (INTI), with the aim of closing the pre-electoral deregulation phase. Both entities, until now autonomous, will cease to be so and will become more dependent on the Ministry of Economy, which will thus have greater control over their budgets.

The reorganization also includes other agencies such as the National Institute of Viticulture (INV), the National Institute of Industrial Property (IMPI),  the Regulatory Agency of the National Airport System (ORSNA), and the National Civil Aviation Administration (ANAC), with the goal of modifying their structure and operation.

In addition, the Government has decrees ready to eliminate trusts such as the Federal Trust Fundfor Regional Infrastructure (FFFIR) and the National Productive Development Fund (FONDEP), which in 2024 managed more than $296,000 million. This decision would directly affect the financing of projects in those areas.

Meanwhile, a new package of "Hojarasca Decrees" is expected, an initiative that seeks to repeal 63 laws that the Executive considers"obsolete, outdated, and without practical application". These regulations will not be part of a bill, but will be eliminated directly by decree.

Regarding the assessment of the administration under the delegated powers, Sturzenegger stated: "It has been a joint effort. The delegation Congress gave us was very specific. It is primarily related to the possibility of rationalizing and making the State function better, and I believe that in this a very important task has been accomplished".

The minister concluded by detailing that the process will end with"about 65 delegated decrees" and emphasized that this type of measure represents only "5% of the deregulation activity".
