Milei will grant Argentine citizenship to foreigners who invest in the country

The new decree allows individuals to obtain citizenship through 'relevant' investments as defined by the Ministry of Economy

The National Executive Branchofficialized this Thursday a significant change in citizenship regulations, aiming to attract capital and promote economic development.

Through Decree 524/2025, published in the Official Gazette, the Javier Milei Administration implemented a new administrative procedure that will allow foreigners to obtain Argentine citizenship by making investments considered "relevant".

The measure, which delegates the definition of criteria to the Ministry of Economy, is part of the economic opening strategy that seeks to promote the inflow of funds and generate employment in the country.

The mechanism establishes that any foreign individual who has made a qualified investment may initiate the process before the Investment Citizenship Programs Agency, a decentralized body that will operate under the Ministry of Economy.

The first stage of the process will be the evaluation of the investment submitted by the applicant, determining whether it meets the conditions to be classified as "relevant". Although the decree doesn't set amounts or specify the sectors in which investments must be made, it grants the Ministry led by Luis Caputo the authority to define the specific parameters that will apply.

Once this stage is completed, the procedure provides for a second phase of comprehensive verification. In this stage, the Agency will consult multiple State bodies to conduct athorough analysis of the applicant's profile.

Among the entities required to issue reports are the Ministry of National Security, the Financial Information Unit (UIF), the National Recidivism Registry, the State Intelligence Secretariat (SIDE), and the National Registry of Persons (RENAPER). The purpose of these consultations is to determine whether granting citizenship could pose any type of risk to the security or strategic interests of the Nation.

Once all the information has been gathered, the Agency will prepare a report recommending approval or rejection of the application. This report will be submitted to the National Directorate of Migration (DNM), which will act as the final decision-making authority.

The regulation sets a maximum period of thirty business days, counted from the receipt of the report, for the body to issue a reasoned resolution. The decision may be the granting of citizenship or its rejection, the decree specifies. In cases where the investment is not classified as relevant or the reports from the agencies are unfavorable, the Agency will directly propose the rejection of the request.

The text also includes provisions related to the integration of the new citizen into the economic system. In this regard, the Revenue and Customs Control Agency (ARCA) is instructed to make the necessary regulatory changes to enable the issuance of the Unique Tax Identification Code (CUIT) to those who obtain citizenship through this channel.

For the National Government, this measure seeks to ensure greater efficiency in the procedure, promote investment and job creation.

With this reform, the aim is to consolidate a streamlined framework focused on attracting capital, aligned with the economic opening and modernization policy promoted by the current administration.
