In a historic decision, the government of Peru broke diplomatic relations with Mexico after it was confirmed that the Mexican embassy in Lima had granted political asylum to Betssy Chávez, former Chief of Staff of Pedro Castillo and one of the main accused in the attempted coup d'état of December 2022.

The announcement was made by Foreign Minister Hugo de Zela during a conference at Torre Tagle, headquarters of the Peruvian Ministry of Foreign Affairs. "We received the news with surprise and with deep regret," the minister stated, describing the event as a "hostile act" that broke the ties between both countries. The decision, he explained, responds to the diplomatic cover-up of a fugitive from Peruvian justice and to the ideologized position of the Mexican government, which, according to De Zela, "attempted to construct a parallel reality regarding the events of 2022, spreading a tendentious and ideologized version."

The minister was categorical: "Mexico persists in its mistaken and unacceptable position, which has reached the point of forcing Peru to break relations with a country with which, until before these events, we maintained a fraternal relationship and multiple points of agreement." De Zela recalled that both former president Andrés Manuel López Obrador and his successor Claudia Sheinbaum have tried to portray those involved in Castillo's failed coup as "political victims," instead of as those responsible for an attack against Peruvian democracy.

Despite the diplomatic break, the foreign minister clarified that consular functions will remain active. "Our compatriots in Mexico will continue under the protection of our consuls, and Mexicans in Peru will remain under the protection of Mexican consular authorities," he specified. De Zela emphasized that the measure affects the political, economic, commercial, and tourism spheres, but not citizen assistance services. "If the Mexican government imposes any difficulty, it will be a unilateral decision. Peru's will is to protect our nationals," he stressed.

The crisis between both countries did not arise out of nowhere. Since the removal of Pedro Castillo, Mexico has maintained a confrontational policy toward the constitutional government of Dina Boluarte, whom López Obrador even called a "usurper." The diplomatic deterioration had already led to the withdrawal of ambassadors and a strong dispute within the framework of the Pacific Alliance, when Mexico refused to hand over to Peru the pro tempore presidency of the bloc in 2023, hindering its functioning until Chile intervened as a mediator.

In April 2024, the tension shifted to the migration sphere. Mexico decided to impose visas on Peruvian citizens due to the increase in irregular migration to North America. In response, Lima applied reciprocity, requiring visas for Mexican visitors. This restriction ended more than a decade of free transit, in force since November 2012, when both countries had eliminated the tourist visa to strengthen exchanges.

The political distancing worsened when the Peruvian Congress declared Claudia Sheinbaum persona non grata in September 2024, after her statements in support of Pedro Castillo. The resolution described her remarks as "interference in Peru's internal affairs" and an "offense to the democratic system."

"We maintain the same position. It is a policy that comes from President López Obrador's government. It doesn't matter. We will maintain our position," Sheinbaum stated in her morning conference. Lima's decision marks a symbolic blow to the axis of left-wing Latin American governments. In defense of its sovereignty, Peru puts an end to a relationship tainted by ideology and political interference.

The asylum granted to Betssy Chávez, far from being a humanitarian gesture, is seen as a direct affront to the rule of law and an example of the Mexican government's double standard, which protects those responsible for a coup while claiming to be a "defender of democracy."
