
Serious conflict in Córdoba's justice system: prosecutors report pressure from a superior
Gavier and Klinger accuse Pérez Moreno of interference, undue pressure, and violation of judicial independence
The Public Prosecutor's Office of Córdoba is facing a serious internal conflict following the complaint filed by two prosecutors against a member of the Office of the Attorney General. Juan Pablo Klinger and Enrique Gavier submitted a written statement addressed to Attorney General Juan Manuel Delgado, the Ethics Tribunal, and the Superior Court of Justice. In the document, they accuse Deputy Prosecutor Alejandro Pérez Moreno of exerting pressure and interfering in sensitive investigations.
The conflict erupted after a video was broadcast by a Córdoba-based program, in which Pérez Moreno criticizes the use of the criminal association charge. The excerpt is from a presentation he gave at the Law School on June 12. There, he ironically questions the use of that criminal charge to impose pretrial detention in certain cases.
According to reports, his remarks were directed at cases handled by Klinger and Gavier, investigating prosecutors. In one of those cases, a gang of motorcycle thieves is under investigation in the northeastern area of Córdoba Capital. There were also general criticisms regarding the handling of corruption and economic crime cases.

Harsh and direct complaint against Pérez Moreno by the reporting prosecutors
The prosecutors assert that the public statements made by the deputy prosecutor directly affect the independence of their functions. "The grotesque and reprehensible public pressure exerted by attorney Pérez Moreno, no less than from the position of Deputy Attorney General (...) not only violates functional rules but also directly undermines the criminal prosecution policy," they stated. They allege that his conduct constitutes an act of "appreciable institutional gravity."
Pérez Moreno recently assumed the position of deputy prosecutor and is part of the leadership team of the Public Prosecutor's Office. According to Gavier and Klinger, his statements impact the functional autonomy guaranteed by the judicial system. For this reason, they requested that measures be taken and that his actions be evaluated from both ethical and functional perspectives.
The complainants also highlighted Pérez Moreno's professional background as a defense attorney for individuals charged with criminal association. Among them, they mentioned the former head of the Penitentiary Service and the former deputy chief of the Córdoba Police. In their view, this represents a possible conflict of interest in his new institutional role.

They point to contempt for the work of prosecutors, police officers, and judicial staff
In the statement sent to the authorities, Klinger and Gavier question the tone and content of Pérez Moreno's message. They assert that he demonstrated a "disconnect from criminal reality" and an "improper interference" in their work. They believe that this conduct undermines public trust in the justice system.
They also emphasized that his statements discredit the work of those who fight crime every day. They reported a "cutting contempt" toward prosecutors, employees, and police officers working on criminal cases. The situation reveals a delicate internal conflict within the Córdoba judicial sphere.
So far, there has been no public response from the deputy prosecutor nor any official statement from Attorney General Juan Manuel Delgado. The conflict brings into focus the relationship between the leadership of the Public Prosecutor's Office and the investigating prosecutors.
