The court ruling acquitted Andrada, former director of the Huinca Renancó hospital, and Morales, social worker at the Río Cuarto hospital. Both had been charged with abuse of authority and failure to fulfill the duties of a public official.
The events date back to August 2020, when Pablo Musse tried to enter Córdoba to say goodbye to his daughter Solange, who was suffering from cancer. He was detained in a health operation and forced to return to Neuquén without being able to see her.
Five days later, Solange Musse died in Río Cuarto without reuniting with her father. The situation caused a national outcry in the midst of the pandemic. The jury considered that the defendants did not have direct responsibility for the measure.

A case marked by inhumane protocols
According to the prosecution, the officials should have applied an exception provided for in the health protocols of the time. Prosecutor Rivero argued that Musse should have been transferred to a hospital in Córdoba to undergo the required PCR test.
He also pointed out that basic rights were violated by preventing the entry of Paola Oviedo, Musse's sister-in-law, who has a motor disability. National circulation permits were in order, although a 48-hour PCR was missing.
The plaintiff requested prison sentences and the consideration of institutional violence against the Musse family. They even requested the installation of a commemorative plaque at the southern border of Córdoba. Ultimately, these requests did not succeed.

The defense and the final verdict
The defense of Andrada and Morales maintained that the decision did not depend on them, but on a broader hierarchical structure. They stated that the charges were based on an incomplete investigation and higher political responsibilities.
The people's jury decided to acquit Morales unanimously and Andrada by majority. The ruling closed a process with hearings from former officials, doctors, and COE members. The verdict left a bitter taste for the Musse family.
Pablo Musse expressed his pain upon leaving the courthouse and questioned the lack of humanity in the measures taken in 2020. "They should have applied the exception protocol," he emphasized, pointing out that the operation was inhumane at a time of agony.

Family pain and Solange's memory
Solange's mother also spoke out upon learning of the acquittal of the defendants. "It's like going back again. Wounds that keep bleeding," she said, moved.
The memory of Solange, who died at 35 years old from breast cancer, remains a symbol of the human impact of the harshest restrictions. The family insists that the health management showed a total lack of sensitivity.
Although the court decided to acquit the defendants, the case exposed the consequences of bureaucratic decisions that prioritized protocols over human dignity. Solange's memory remains as a warning against authoritarian and dehumanized measures.
